This makes the close up stop waving

Put your second character into the scene
Change the looping properties to single frame and select the frame that you have the neutral expression
Insert another keyframe further down the timeline
Click in the timeline on the area that is between the neutral character and the last section.
Use your transform pallet and properties pallet to create an extreme closeup that does not move this shot will build the tension between the characters
command click on that black dot and slide to the right to create a new gap
Put the second character into the gap and use the looping properties to select single frame and select the angry expression
click on the last section and make the waving character loop and size him/her to a medium shot to relieve the pressure
Right click toward the end of the timeline and insert a blank keyframe
Drop in character 2 one more time and use your looping properties to make him/her smile
Ultimately the timeline should look like this
Test your movie by pressing command and return together
Probably your timing will not work so use the command slide technique to retime the exchange. (remember if you don't wan't to create a gap you need to push keyframes and not pull them.
Once you are happy with the timing save your work and turn it into the wave folder.
