Primer
The Victorian age begins on the ending of the wars conceived by Napoleons unending ambition. The ability of one man, one nation to exert such political and military force upon the continent of Europe was something never seen before. Part of it was certainly the military strategy and technological innovations of the time but really it came down to a person. The system in Europe is one entirely dominated by the Monarchies that have ruled for hundreds of years, the revolution in France showed that there are other options as well as that in the United States. The old systems are no longer secure, though the congress of Vienna did much to secure a measure of stability. Europe is full of ancient and conservative powerhouses which exert influence all over the globe and they now are mindful in keeping the balance and destroying progress and reform. In these game you will take the helm of one of these countries, it is an empty canvas. However you choose to leader you nation as long as it is done in an RP manner is yours to decide.
Concert Of Europe
The Victoria Era was defined by what is known as the congress system. This was an attempt by the major European powers to create a political atmosphere and situation in Europe wherein the major powers would balance on another out so that none would ever gain the upper hand. Obviously each one had their own strengths and the United Kingdom in many way eclipsed the other in true power, yet through this system many major conflicts were made smaller or stopped together. That is not to say the congress was a good or even very useful system in many ways as its greatest legacy is certainly its repression of change and progress. Despite this it did leave a lasting mark on history and will but what we build these games around. The congress of Europe system will require all of the major powers to have discussions in the lead up to any major conflicts. One of the most interesting and defining aspects of Victoria 3 is the conflict system where there is now a proper build up to war with time to join and leave a potential major conflict. We will use this system to be able to exercise diplomacy and RP around major wars.
The Congress Of Europe
- In order to be in the congress you must be a top 5 nation
- Any member of the congress can invite up to 1 other nation to meetings
- Meetings can be held as desired by the members but requires all to agree
- Sessions will automatically be held and the game paused for up to 5 mins for any major conflict with at least 1 top 5 power on each side
- The system can be changed, reformed, abolished , or recreated in RP
Faction Guidelines
Super powers ( Top 5) Can have only 1 other full alliance with another major power.
Major powers (Top 15) Can only have up to 3 alliances with other major powers
For any non directly related organizations, alliances, or factions that do not involve an in game alliance you are not underneath these requirements. However, you will not be able to simply shadow faction in order to back one another up
Ad Hoc factions may be formed in response to a crisis or an unusual war. These will be at the discretion of the game controller
If you wish to form an alliance that goes around these rules like the Holy Alliance or something along those lines it is possible with really good long term RP. But you will need the permission of the game controller
Selecting A Nation
Many nations have massive ability a the start of the game and throughout to exert massive military and economic power. As such it would be dangerous and ruin many games if we allow them to be played by people who are not trusted to do good RP. As such many of the major powers will have RP rank requirement. In order to see what ranks are required for nations go to the Victoria 3 nations page on this site and each country will have a rank requirement. If there is none you can play it regardless. Obviously we may sometimes need a major as an emergency or do smaller one off games with lower requirement. If you are even unsure ask the game controller or open a ticket in the discord!
Rules of War
No spawning generals constantly to get meta ones. If you remove them RP it
If you rush military techs like rifling you will need a very good reason RP wise
A Roleplay post must be made before starting a war against a player
No game ruining players by dragging out the wars to maximize casualties and the like
Rules of Econ
Do not purposely crash another players markets unless its RPed and agreed upon
Hyper focused economies on certain good types does not give you the right to complain if youre cut off and cant import anymore
No tech rushing with universities
Taxes and budget changes must be RPed and cannot be against your ruling parties ideology unless you RP the consciquences
Rules of Politics
Spamming diplomatic plays without a very good RP reason is not aloud
Do not put in parties just to get benefits, you require valid RP reason to boost groups and put them in power
Basic Rules
As a major you or one of your coops must join every session
You may not make diplomatic plays that directly negatively impact another players country without consent
No new players on majors without a verified rper cooping them
Written deals may not be broken without valid and agreed upon RP ( If you do not provide writing, it is not enforced. Verbal deals not written down are breakable)
No Exploiting:
No Hacking
No nation ruining of your own country unless for very good RP reason
Guarantees are allowed but must be used with logical roleplay. Must stick to faction rules with the exception that superpowers may guarantee nations as well
Purpose and Theme Of These Games
Victoria 3 is an economic game at its core and the game will largely revolve around that as well as the political reforms, parties, and leaders who will breathe life into these games. Warfare tends to dominate strategy games and it is certainly a major part of history yet it is often a means by which to exert political influence or gain economic advantages, it is rare for war to happen for its sake alone. Victoria is fantastic in that the incentives to fight wars are very different than other games and more realistic. Gone are abstract manpwoer numbers or simple unit recruitment and in there place is a system where your soldiers come from regular jobs and people, meaning the price of war is not a cheap one. In order to fight a major world war you will sacrafice huge portions of your population and economy with defeat being absolutely catastrophic for the future of your nation. We have never seen a game like that before and it will make roleplay a much more natural element to play with.
When you play in our games make sure to always consider your leader, your powerful parties and factions, and of course the history and soul of your country. You do not have to only RP one of these, roleplay games are about telling a story and you can use any theme or resources you like to do this. Engage with the features but do not let them limit you. As long as you are not unreasonably ruining other players experience without permission you will be fine!
These games are not about war, taking territory, or “winning”. They're about having a fun time, making a story, and creating an interesting and memorable shared experience.
Since these games will be multi session out of game discussions and talks are allowed and encouraged and there is a channel for that in the dc if you want it public
The Commandments
No meta gaming and watching peoples screens/streams
Consent for any in game talks is required. No means no. If you say no to a player’s request, make it clear, and that proposal should be dropped. If this doesn't happen, contact staff.
