Playing as The Papal States has the following requirements:

Any Catholic ruler that becomes excommunicated should take this action extremely serious, it should impact their narrative. Excommunication should only be used in roleplaying context.
Calling for a Crusade is a major event, that Catholic nations should react to it. Consult a GC before calling for Crusade.
Expansion should require considerable RP reasoning. The Catholic world is your flock of sheep and you its shepherd.

The Papal States in Voltaire's Nightmare
The Papal States in Voltaire's Nightmare has 24 subjects known as Papal Fiefs. This section will go into details on the provinces the Papal States hold and the most significant of the Papal Fiefs. All of them are historically extremely important and lots of drama and action occurred between the Papal States, the other large Italian nations and the many local lords shifting the powers of the land by becoming condottiero.
Large populations inhabited the regions of Italy at this time period, they experienced massive drama and death to the Black Death, earthquakes and warfare.
As the shepherd of millions of souls, the supreme pontiff, the Bishop of Rome and the apostolic successor of Saint Peter, to whom primacy was conferred by Jesus Christ himself, who gave Peter the Keys to Heaven and the powers of 'binding and loosing', naming him as the 'Rock upon which the Church would be built.'
Playing as the Pope is a major responsibility in our community. As the religious leader of many player nations, including several great powers, your roleplaying narrative is fundamental and powerful for the outcome of lots of peoples roleplaying stories.
We expect the different Popes during the game to be played differently based upon culture/nationality, ruler traits and to be impacted by the big narrative around the faith.

All of these actions are extremely complicated in context of history, theology and 'what actually happened'. For reasons of game- and roleplay, these actions should be defined them in a few understandable sentences, so both the Papal player and those impacted by them understands what they mean and how to RP them.

Excommunication
This is actually the most severe penalty imposed upon any member of the church. Through baptism, the person is incorporated into the body of the Church through which there is a 'communication of spirituality'. By committing particularly grave sins, and engaging in activities which cause grave scandal and fracture the body of the Church, this 'communication of spirituality' ceases and the person is deprived of receiving the sacraments.
It does not mean that the Church is condemning a person to hell. In fact, excommunication is intended to be a medicine to inspire people to repent and be reconciled to the Church. Once reconciled to the Church, that person may again receive the sacraments. If an excommunicated person dies without being formally reconciled to the Church, he may saved if he truly and sincerely repents all of his mortal sins before death.
Excommunication can be either a jure (by law) or ab homine (by judicial of a man/judge). The first one is imposed by the law itself and can be roleplayed by anyone in a narrative. The second one can be performed by any bishop upon his own subjects. In the game however, only the Pope has this action, but he is also not excommunicating the everyday man and woman of a nation, but its rulers.

As the Pope, it is not about territorial expansion, but soft power. You are the spiritual head of the Church and thus have more influence in Europe than anyone, it is influencing other leaders where your power lies.
Your word carries great weight / It is a very RP intense role and not much of a game mechanical one, and should be approached that way, playing the Pope is for people who want to do RP first and foremost even if it means sacrificing in the actual game itself. Playing the Pope is most fun when you play 'to type' in other words playing to your Pope's stats and traits and favoring the Controller (if its not you) to create a richer story, conflict drives story so there is a lot of potential here.

The seven sacraments in Catholic theology is essential to the Catholic soul,
and they are great aspects for players roleplay around!
The Sacraments are mystical channels of divine grace, instituted by Christ.
Each is celebrated with a visible ritual, which reflects the invisible and spiritual essence of the sacrament.
Whereas some sacraments are received only once, others require active and ongoing participation to foster the faith of the celebrant.
