Welcome to your court, Shadow Princess. I am a representative of the Shadow Council, who will serve under you. Your reign over Nathalaire, unquestionably the most powerful den of pirates and criminals in the world, has just begun. Whispers of your arrival have been heard throughout our city for some time, though... they say your skill at taking a life with dart-like precision is rivalled only by your ability to tame the criminal underworld and convince them do your bidding. We'll see if you REALLY have what it takes to make it in a place like this soon enough, though...

Establish Naval Supremacy

Our navy calls themselves The Black Hulls, due to the fine ebony wood we use in our ships that is painted black as night. We have ruled the Divenhal sea and struck fear into the hearts of sailors there for over two centuries. While our naval dominance is still unquestionable, our neighbors that have been... on the receiving end of our piracy... have grown more aggressive in their attempts to destroy us since the conclusion of the Lilac wars. We should seek to use our position as a criminal megahub to fund cutting edge naval research and keep our fleet's military might permanently unmatched.

Nathalaire is known as a place where the skilled and ambitions can make themselves great, if only they have the ruthlessness to do so. Raid, pillage and plunder the nearby coastlines, to fill our slave pens and build up a vast treasury. Privateer any merchant that wants to do business in our corner of the Divenhal Sea. Most importantly, use your sharp diplomatic skills to balance the oft-conflicting desires of the various criminal factions in our city. Our city is known for so, so much more than it's ability to attract top-tier sailors. The vast fortune amassed by the criminal elite of the city draws a wide range of esteemed musicians, actors and performers, eager to showcase their talents at the Silnath Opera House in front of the most powerful people in the world. We're also known for attracting master thieves, renowned military veterans, world-class artisans and craftsmen...
