Fluency tags contain non-editable, value-added data that can be account-specific; however, Fluency tags are available across the entire platform. Fluency tags are overwritten by account tags for more specific ad content.
An example of a Fluency tag is the Weather API tag. It allows you to tailor ads based on weather conditions. For instance, if you want to exclude certain headlines when it's rainy and stormy weather, you can use a [weather.today] tag combined with a valid when statement to achieve this.

To view the list of Fluency tags in Backpack:
Go to Blueprints in the top menu.
Choose a Blueprint in the list on the left.
Locate the tags pane on the right.
Select the Fluency tab to view the available tags.
Note: Some tags may have a plus sign to their right. Click the plus to drill down deeper into the list of Fluency tags.
