The park is named, apparently, after the Jaymar Mill that was on the river to the north of this location.
Rotary Skate Park

"In 1996, working in cooperation with the City, the Hood River Rotary, other civic groups, and strong volunteer groups, the District opened the first phase of a skate park at the City’s Jaymar Park , which is now called the Rotary Skate Park. Volunteers remain key as we continue to evolve the Skate Park to a permanent, low maintenance facility. The skate park has expanded to include a BMX track, permanent restrooms, and playground area."
