While I don't quite feel that there is enough quite yet to pin this on the map, it sounds like Penn's was located between the KOA and the old Clark family gas station on Forest Lane.

If you are heading east on Forest Lane, the area where Penn's was is before this building [Clark's].

Was it where the “scenic woods motel” is? I know they burned down Penn's purposely during the depression to get insurance money for it, but that back fired. Wonder if that was the location originally?

These old cabins at the junction with Forest Road (Scenic Winds Motel) always looked like the Penn's Cabins to me, but I have no idea. [Update: They're not]

Penn and Geer burnt down their place during the depression to try and get insurance money, but they did not succeed.
