If someone e-mails support about this error:
"Payment could not be completed due to a sender account issue. Please notify the user to contact PayPal Customer Support.
(Transaction Error) something is wrong."
This error is related to the user's Paypal account. This probably means the user's account is limited or there is a pending action needed in his account. That said, there is nothing we can do from our end to resolve the issue for them. They'll need to check their account or contact Paypal support.
This is Paypal's short definition of this error: "Payment refused due to risk; user notification necessary."
