Manu's Red Skin Potato Salad

Ingredients
- 2 lbs red skin potatoes
- 2 cups mayonnaise or Miracle Whip
- ½ cup cider vinegar
- 1 tsp salt
- ¼ tsp pepper
- 2 cloves garlic, minced
- ¼ cup red onion, chopped
- ½ cup parsley, chopped
- ¼ cup scallions, chopped
- ¼ tsp cayenne pepper
To Prepare
- Cook the potatoes in boiling salted water for 20-30 minutes or until
- tender (but not falling apart); drain (Gray's alternate: steam the potatoes, uncut and unpeeled, for 20 minutes)
- Rinse with cold water and allow to cool completely
- Cut into ¼" cubes and place in a large bowl
- Add scallions, onions, parsley, and ¼ cup vinegar to the cubed potatoes
- Toss and place in the refrigerator to cool for one hour
- To make the dressing, combine the remaining vinegar with the mayonnaise/Miracle Whip, salt, pepper, garlic, and cayenne pepper
- Remove the potatoes from the refrigerator, add the dressing, and toss
- Return to the refrigerator for at least 6 hours before serving
