Liverpool only managed a goalless draw against Newcastle yesterday, but they're still top of the table. However, Man United could draw equal on points if they beat Aston Villa tomorrow. They're not likely to match Liverpool's goal difference, though.
Almost everywhere is in tier 4 now, but Liverpool has been allowed to stay in Tier 3. I think it's supposed to be a reward for being good and agreeing to go into Tier 3 back in September when Greater Manchester was still arguing against tighter constraints without more compensation for businesses. Only the Scilly Isles are left in Tier 1, and the Isle of Wight (once a beacon of COVID-beating success) has leap-frogged into Tier 4.
