You should have entered from Virbank City, so you should start at the north-east part of the route. Head west from the gate and down the steps taking you south. You can also surf south of that bridge thing and then land on the land nearby to find a hidden Poison Gem.

Keep going east down that way and you'll be able to reach TM41, Torment.

There's also a Scientist.

L17 Magnemite (Electric & Steel)

In the northwestern part of the sewers, you can surf while on one of the bridge things westbound and follow the path over there to reach the other side of the fence. There's a hidden Ultra Ball over there, as well as a path that leads you to a door. Inside is a Scientist guy who will give you an Antidote.

What? There's also a Janitor directly outside?

While there's no more to do, we'll go to Mistralton Cave.

C15-08: Mistralton Cave 1F

You'll need Flash to enter this cave!

I repeat, you'll need Flash to enter this cave!

Obtain the TM70 Flash in Castelia City.

Axew

Type: Dragon

EV: 1Atk

Dex No: No.610

Catch Rate: 75

Height: 2'0"

Weight: 39.7 lbs.

Once you've lit the cave up a little better, move south from the entrance. You'll see a boulder here. Use Strength to push it two tiles east first, then push it two tiles south into the hole. Move over it and down the steps to your south. Head east and you'll be stopped by a Hiker.

L32 Boldore (Rock)

Trudge further east and push the next boulder east into the next hole. Continue east and a Veteran blocking a path in the cave. Head north up the stairs. You should see some steps leading down to a lower area to your east. Move down them and collect the Dusk Ball there. Head back up the stairs and head west. You'll see another Hiker there.

L32 Onix (Rock & Ground)

Now move west along the strip of land north of the stairs. There's an item here. Grab it to find that it's a Yellow Shard, then head west along the strip of land south of the stairs. Make sure you have your Dowsing Machine switched on and use it to find the Super Repel here. If you want, you can now head west down the stairs and push the boulder into the hole. You then have a quick way to exit the dungeon in the future. Once you've down then, head back up the stairs and move south-west. You'll notice a set of stairs leading up onto 2F.

C15-09: Mistralton Cave 2F

From the start, head north and fight the Ace Trainer.

L33 Tirtouga (Water & Rock)

L33 Axew (Dragon)

Head south and down the steps, then push the boulder into the hole with Strength. There's a Green Shard hiding over to the east, but otherwise, take the steps north and then follow the path over to the east.

Heading south from here will eventually lead you to a Hyper Potion, while taking the northern path leads you to a boulder you can shove as well as a Ace Trainer just north of that.

L33 Archen (Rock & Flying)

L33 Axew (Dragon)

Climb up the steps north of her and then follow the edge to find a Blue Shard, while taking the lower path to the north leads you through a path to below where the Ace Trainer is. There's a hidden Ultra Ball right above him.

Go back to the Ace Trainer and then shove the boulder out of the way. Go ahead and shove the second one into the hole, too, to provide quicker access back here for later on. Then go on and climb the stairs to reach the next part of the place!

C15-10: Guidance Chamber

Just to the west of the entrance is a hidden Full Heal. Head east, but don't go up the steps just yet; instead, head north and you'll find the extremely useful TM80, Rock Slide.

Anyway, now head back down to the steps and climb up them, pick up the Escape Rope, and then head north. When you climb down the steps to the north, head south and push both of the boulders into the holes. Talking to the old guy doesn't give you anything, but just to the north of him is a hidden Dragon Gem.

If you go west and then north, NOTHING!?

Now go ahead and make your way out of the cave.
