There has been a rash recently, of people who feel they can treat us as
they like. I for one, am heartily sick and tired of people that loot as
they like and insult us on a whim. Therefore, I am moving slightly from my
policy of discouraging looting. There are cases, when the heavy and
continued looting of a person is the only way to teach them a lesson.
To this end, if someone breaks policy with us, excluding shadow knights and
eclipse, I endorse a swift and harsh retaliation. If some renegade or loner
attacks and kills a knight, I want the same reaction to them.
Use your discretion and initiative when it comes to these cases. But make
sure that people who cross us don't do it a second time.

door on a whim. Therefore, I am standing my ground on my policy of
discouraging looting. There are no cases, when a knight stoops to evil's
level that the victim learns a darn thing.
To this end, if someone breaks policy with us, including shadow knights and
eclipse, I endorse a wise and noble retaliation. If some renegade or loner
attacks and kills a knight, I want them converted, consoled, and recruited
for our side.
Use Austinian's, Nadrik's, and Siccara's discretion and initiative when it
comes to these cases. And be sure that people who cross us don't do it a
second time.

Gareths,
It may to many, and even to I, feel quite the paradox that we accomodate
peace with the Towers when it seems to dribble from every window and crack
with magi of the Ebony.
It may grate even further, to tolerate casual attacks on our own, when these
Ebony magi decide they are bored, or well, I would not even begin to unravel
the motives of these.
This peace with the Towers has long been debated, and it is a decision that
I take to continue this peace. This peace exists so long as the Conclave as
a whole:
* Allows all three Towers equal sway in learning their advanced books,
* That the Towers of the Ivory and Crimson have equal say with the Ebony in
the Council of the Conclave,
* That the Conclave continues to expel any vampires within it, and to bar
entry to any vampires that seek to enter it,
* And finally that the Conclave as a whole maintains an overall neutral or
similar stance in relation to the various matters of policy that arise
relating to incidents that present themselves in the realms.
I trust this outline of our status with the Conclave is food for your
thoughtfulness, Gareths. I trust that you see in this why your discipline
is necessary on the field, that you handle matters precisely as Sir Akasi
Midnite has.
Should any incident occur, show restraint. Do not engage in unseemly
bickering in public. Bring the matter to the attention of the Keep, along
with all the necessary details. You can be assured action will be taken.
It is our duty to render aide to the Light as best as we are able. The magi
of the Ivory fall within this. So unto them offer what support you may,
they are of the Light, and if they have tendency to forget this as a result
of their proximity to the Ebony, let us remind them gently, at first, and
should they not remember, you can be assured, we have other less gentle
reminders also.

Knights,
As you know, war is now declared with the Conclave. Yet this is not a war
that is taken without concern for the welfare of those of the faith who
reside in the Ivory.
We are reliably informed that the Crimson was party to this misguided
acceptance of this vampire to their midst, thus to the Crimson, we offer no
quarter.
For the Ivory magi that we encounter, we shall not not attack, unless they
initiate hostilities. If any magi of the Ivory takes hostile action, his or
her name is to be notified to the Keep so that specific individual can be
marked to be treated as an enemy in the future. We shall not take this war
without offering those of the faith the alternative of following the
principles of the Light.
I trust this missive is clear, for any whom have uncertainty, speak to me.

This Keep has long offered peace to those of the Ivory who sought it.
However, this offer of truce has been abused by many of the Ivory, choosing
to enjoy the truce whilst they train, then later when trained to turn on
those who stayed their blades.
This Keep's offer of truce remains steadfast, it is with regret that we
battle the faithful of Kantilles. Those of the Ivory who wish peace with

Peace is concluded with the Towers.
Hereforth, knights of the Keep have permission to engage in joint patrol
activities with the Ivory and Crimson against our common foe.
Be aware, we DO NOT form patrol with the Ebony, much as we do not form with
those who bear an evil aura in other allies, such as Wargar or Shalonesti.
Likewise, be aware, the Towers still war the Wrath. If you are formed with
either, be certain not to assist instinctively and accidentally infringe on
the peace now found.

2. 1 - [ AOE Spells ] The use of Area of Effect spells -Cone, call
lightning, chain lighting, wands, etc- must be controlled in the field to
minimize harm toward innocents outside of the group.
2. 1. 1 - [ AOE and Aiding Allies ] The use of Area of Effect spells must
be fully limited around the presence of ungrouped aiding allies. In the
event that an AOE spells is required to stop an enemy from escaping, it rule
STANDS. Better to lose an enemy than a friend. Encourage aiding allies to
form one group to allow more access to our spells.
2. 1. 2 - [ AOE and Unaiding Allies ] The use of Area of Effect spells
must be fully limited around the presence of ungrouped allies. In the event
of an ally not immediately leaving the area of which they have stumbled into
combat, request their departure from the combat area. The use of AOE
spells(as long as not violating other policies) will be permitted in these
situations only to slay an enemy in his attempt to flee. If the ally lashes
out in anger of the spell, do not retaliate. The use of such spells in this
circumstance should only be used in crucial moments and will not be
tolerated otherwise.
2. 1. 3 - [ AOE and Other Mages ] The use of Area of Effect spells must be
limited around the presence of other Conclave members. All members of the
Conclave should attempt to remain in one group to avoid complication with
our most powerful spells. Any magi who attempt to enter combat alongside
their fellow magi must be aware to inform the others of their arrival to
avoid accidental harm, and then to properly join or form a group. The Magi
are expected to use their most powerful tools, therefore those inadvertently
struck will require to use their head and not consider it an insult.
However, magi who refuse to improve their ability to control their spells
will become forbidden to use them.
2. 1. 4 - [ Chain Lightning ] The use of chain lightning in a group
environment is expressly forbidden unless the use of the spell is agreed
upon by the allies or mages involved beforehand. Many magi and allies do
not take lightly to being harmed or removed from a group, even to secure the
death of an enemy. As we are a school of controlling magic, and not an
army, the death of the enemy is not considered an acceptable conclusion to
sacrifice the comfort of a student amongst us. Chain lighting is only
tactically applicable in small groups, if you feel the spell might be
needed, come to an arrangement with the group.
2. 2 - [ Allies and Keeps ] No magi may enter the keep of an ally unless
defending the keep from common enemies or training in the ability of running
through the keep guards. Both actions require a member of the Keep's owner
be informed as to not raise alarm.
2. 3 - [ Engaging Enemies with Allies ] When enemies are alongside allies,
either grouped or in discussion, the Magi are not permitted to engage in
combat unless the allies leave the area-not intending to return-, or the
enemies commit hostile actions. The allies may be requested to leave the
side of our enemy so we may engage, however they are not required to agree
as long as the enemy is not attempting to harm us.
2. 4 - [ Being Engaged upon by Enemies with Allies ] If any group assaults
the Magi while towing along our allies, immediately inform the allies they
must depart the area. Send all reports of this occurring to leadership.
Allies who stand besides our enemies who deal war on us are considered
aiding the enemy by not allowing us to cast our strongest spells, and this
will be considered an act of war.
2. 5 - [ Being Engaged upon by Enemies when we are amongst their Allies ]
If any enemy assaults a group of Magi who are mixed with allies of the
enemy, inform the leadership immediately. As this is a courtesy we provide
to our allies, they should expect this courtesy from their other allies as
well. If our allies are not grouped, as per other policies, do not harm
them with our spells, and request they depart.
2. 6 - [ Grouping ] All magi should attempt to be within one group at
all times if practicing field combat. Mages may join the groups of our
allies instead of a Magi-headed group, however it is encouraged all magi do
so together. Tendencies to avoid grouping with the other magi will be
weeded out.
2. 7 - [ Grouping with Enemies ] As of current, grouping with enemies is
allowed to battle a common enemy. However, this should only be done for the
greater good or the Conclave, or the greater harm to a more hated enemy.
The Council maintains the right the judge subjectively if they feel a mage
has unfounded reasoning for such an event. Much good has come from grouping
with those whom we respect in war to take out those whom wish much greater
harm to the Conclave. If the group disbands, do not surprise them by
assaulting immediately afterward.
2. 8 - [ Corpse Retreival ] As long as the magi is not put in harms way,
all magi are expected to offer a summon for the slain enemy to return to
their corpse.
2. 9 - [ Harassment ] The magi are forbidden from harassment of individuals
whom have shown the utter inability to defend themselves and whom are not
committing hostile actions. This policy comes into effect rarely and relies
on subjective insight. If an individual has already been slain by the
Conclave multiple times, and seems to be unable to learn from their
mistakes, the magi should not be taking advantage of such situations. If
any are found who are stubbornly not learning to protect themselves, inform
their respective clan, and in cases of lone individuals, simply leave them
alone. We are not one to profit from the stupidity of others, but by our
own merits.
2. 1 - [ Aiding Magi ] All mages must aid the others to escape from harm if
able.
2. 11 - [ Warders ] Dragon Warders are allowed to defend their wards
against attacks from ally clans. This is under multiple stipulations. The
Warder must be the ONLY Warder for the dragon. The dragon must not deal war
against the Conclave. The Warder may not hunt with the dragon against our
allies. For instance, the Warder cannot be mounted on the dragon in the
middle of Arkane, and defend him.
