Functions Performed by CVC
Central Vigilance Commission is an apex Indian governmental body to address governmental corruption. It has the status of an autonomous body, free of control from any executive authority, charged with monitoring all vigilance activity under the Central Government of India. Its main functions also included technical audit of construction works of governmental organizations from a vigilance angle, investigation of specific cases of complaints relating to construction works and assisting CBI in its investigations involving technical matters. Functions of Central Vigilance Commission are :
It exercises superintendence over the functioning of Central Bureau of Investigation (CBI) with respect to investigation of public servants under the Prevention of Corruption Act, 1988. It gives directions and also reviews the progress of investigations conducted by the CBI.
It tenders independent and impartial advice to the disciplinary and other authorities in disciplinary cases, involving vigilance angle at different stages i.e. investigation, inquiry, appeal, review etc.
It exercises a general check and supervision over vigilance and anti-corruption work in Ministries or Departments of the Government of India and other organizations to which the executive power of the Union extends; and
It Responded to Central Government on mandatory consultation with the Commission before making any rules or regulations governing the vigilance or disciplinary matters relating to appointment, promotion and removal from posts etc of the members of Central Services, Constitutional Posts and All India Services.
CVC chairs the Committee for selection of Director (CBI), Director (Enforcement Directorate) and officers of the level of SP and above.
It undertakes or cause an inquiry into complaints received under the Public Interest Disclosure and Protection of Informer and recommend appropriate action.
