बहला फुसलाकर

कल अखबार में पढा कि एक अविवाहित युवती ने बच्चे को जन्म दिया. जब पुलिस अधिकारियों ने पूछताछ की तो उसने एक युवक द्वारा "बहला फुसलाकर" संबंध बनाने की जानकारी दी. अखबार ने यह भी बताया कि युवती दूसरे जिले से आकर अपने जानने वालो के यहाँ रहकर बी एड की पढाई कर रही थी.  घटना संवेदनशील थी. महिला आयोग ने पुलिस को उचित कार्यवाही करने का आदेश दिया. बहुत सारे बयान आये, बहुतो ने सेल्फी खिचवाई और आज घटना गायब हो गई. 

इस सूचना में एक खास शब्द ने मुझे बहुत ज्यादा आकर्षित किया, वह था "बहला फुसलाकर". एक युवती जो बी एड कर रही है कम से कम २२ से २३ साल की तो होगी ही. अखबार और ह्वाट्सएप/फेसबुक से भली भाँति जानकार होगी. महिलाओ के प्रति होने वाले अत्याचारो और धोखे से वाकिफ होगी. दूसरे जिले से आकर पढाई कर रही थी तो उसे दुनियाँ की थोड़ी बहुत समझ तो होगी ही. फिर ऐसा कौन सा कारण था कि उसे किसी ने "बहला फुसलाकर" उससे उसके जीवन का इतना बड़ा फैसला करवा लिया. मैं युवती के चरित्र पर प्रश्न नही कर रहा लेकिन उसके लिये गये निर्णय और उसके विवेक के बीच संबन्ध ना होने का प्रश्न कर रहा हूँ.

मुझे अर्थशास्त्र का एक नियम याद आ गया, "माँग पूर्ति को प्रभावित करती है." लेकिन इस समाचार ने मुझे इस नियम को चुनौती देने का कारण दे गया. हिन्दू शास्त्र में तीन तरह के भोजन होते है. (अ) सात्विक भोजन, (ब) राजसिक भोजन और (स) तामसिक भोजन. अर्थशास्त्र में वस्तुओ के तीन प्रकार होते है, (अ) आवश्यक वस्तुयें, (ब) निम्न कोटि वस्तुये और (स) तामसिक वस्तुये. प्रथम दो तरह की वस्तुयें ब्यक्ति की माँग, आय, पूर्ति और वस्तु की कीमत पर निर्भर करती है जबकि तीसरी प्रकार की वस्तु केवल और केवल पूर्ति पर निर्भर करती है. तामसिक वस्तुओं में, वे सारी वस्तुये एवं सेवाये होती है जिन्हे समाज या ब्यक्ति "ब्यसन" की श्रेणी में रखता है. उदाहरण के तौर पर, १८ वर्ष या उससे ऊपर के वालिगों को कानून स्वतंत्र रूप से जीने और निर्णय लेने की स्वत्रन्त्रता देता है और उनका निर्णय लेने के बाद संरक्षण भी करता है. इसका परिणाम यह हुआ कि, वे बच्चे जिन्हे अपने भविष्य मे कौन सा विषय या विधा पढ़नी है, के लिये सलाहकारो की आवश्यकता होती है, जीवन साथी चुनने मे स्वत: निर्णय लेते है क्यो कि उन्हे कानूनी सुरक्षा की पूर्ति पहले से ही हो रखी है. स्मैक दूसरा उदाहरण है. इसे कानूनी तौर पर प्रतिबंधित किया हुआ है, और यदि हम बाजारी सर्वेक्षण करे तो हमें इसकी माँग शून्य मिलेगी किन्तु अवैध पूर्ति होने की वजह से स्मैक के लत से ग्रसित हजारो नौजवान मिल जायेंगे. ऐसे ही हजारो तामसिक वस्तुये एवं सेवायें है जिनकी पूर्ती ही माँग का कारण है. जैसे की ब्यभिचार, अनैतिक संबंध, नशीले पदार्थ, गर्भनिरोधक गोलियाँ, अश्लील साहित्य एवं वीडियो, मुफ्त दूरसंचारी डाटा इत्यादि. अगर आप बाजारी सर्वेक्षण करें और किसी से पूछे कि आप इन उपरोक्त वस्तुओं या सेवाओ मे किसका उपभोग करना चाहते है तो शायद ही कोई इनकी माँग करे पर गूगल के अनुसार दो तिहाई से ज्यादा इंटरनेट ट्रैफिक का प्रयोग इन्ही तामसिक वस्तुओं के खोज एवं प्रयोग के लिये होता है.

हम किसी वस्तु को अपने नजरिये से देख सकते है. उसके लाभ हानि का आकलन कर सकते है और कह सकते है कि प्रत्येक वस्तुओं के दो पहलू होते है, आप अपनी समझदारी से उपयोग करे. सही है. पर मुझे कोई यह तो बताये कि एक १० वर्ष का बच्चा बैचारिक और मानसिक रूप से क्या इतना संक्षम है कि वह उसकी जीव बिज्ञान की पुस्तक मे बने कुछ "विशेष अंग" और इंटरनेट में उपलब्ध उन विशेष अंगो के व्यवहारिक प्रयोग में अन्तर कर सके. शायद नही. एक १० वर्ष के बच्चे की माँग उसके खिलौने, खेल और खाने तक सीमित है लेकिन यदि हम उसके आसपास दूसरी वस्तुओ की पूर्ति कर दे तो उसकी मांग उन वस्तुओं की ओर मुड़ जायेगी जैसे कि फिल्मों मे दिखाये गये खतरनाक स्टंट उसे वैसा ही करने के लिये उत्तेजित एवं आकर्षित करते है. अबाध खुलते हुक्का बार, कपल हट, मसाज एवं स्पा केन्द्र, सस्ते एवं अवैध होटल ये सब वे वस्तुये है, जिनकी समाज में कोई माँग नही है और कोई भी ब्यक्ति नही चाहेगा कि उसके आसपास ऐसे केन्द्र बने, किन्तु इनकी पूर्ति तामसिक वस्तुओ के माँग को जन्म देती है. और इन वस्तुओ का उपभोग सभी आय वर्ग वाले करते है.

कुछ दिन पहले एक समाचार चैनल, जो कि अपने आप को "विशेष" बताता है, ने एक वैचारिक बहस की थी, और उसका केन्द्र, पोर्नोग्राफिक सामाग्री पर प्रतिबंध लगाने पर था. हजारो तत्थ्य एवं कारण बताये गये, कि क्यो ऐसी साइटो को बंद किया जाये, पुराने समय मे भी तो लोग "कामसूत्र" जैसी किताबे लिखते और पढ़ते थे. पर किसी ने इस तत्थ्य पर बहस नही की कुछ वर्ष पहले तक ऐसी किताबें मँहगी थी, कम छपती थी और बच्चों एवं सर्वसाधारण की पहुँच से दूर थी. उनकी पूर्ति इतनी ब्यापक नही थी कि उसका प्रभाब बच्चो और युवको तक पहुँचे. आज मुफ्त का डाटा पैक और हर हाथ स्मार्टफोन ने इस तामसिक सेवा को हर घर और हर कमरे तक पहुँचा दिया है. हद तो यह है कि कभी कभी इन सेवाओ के प्रयोग प्रतिफल से ग्रसित नन्ही बच्चियों की खबरे अखबारो मे पढ़ने को मिल जाती है.

अगर हम तामसिक वस्तुओ का एकाकी अध्ययन करेगे तो शायद ही हम किसी निष्कर्ष पर पहुँचेगे, किन्तु अगर हम उनके प्रभाब को एक दूसरे को जोड़कर देखे तो उनका प्रभाव एवं विभीषिका बहुत ही प्रचण्ड होगा. एक स्मार्टफोन और मुफ्त का डाटा, अश्लील साहित्य, नशा किसी को भी गलत राह पर ले जा सकता है. यदि ब्यक्ति बालिग है और गलती सुधारने के लिये "गोलियाँ" उपलब्ध है तो "बहलने और फुसलने" मे ज्यादा देर नही लगती है और इस दुनियाँ मे "बहला फुसलाकर" कर अपना उल्लू सीधा करने वाले लोग भी कम नही है. पूर्ति प्रधान तामसिक वस्तुओ के प्रभाव मे ना केवल निरक्षर बल्कि पढ़े लिखे लोग भी आ जाते है जैसा कि मैने प्रारंभ मे कहा था.
