When disruptions appear, you should not worry too much about prioritisation as a time-management tool. For a teacher, there is only one decision to make: 'Am I going to do this?'. If the answer is 'yes' (it usually is) then you should deal with it pretty well immediately. Write it on your Ticklist and forget about it.
This doesn't mean that you have a magic wand; when you 'deal with something' it frequently means that you put it on your plan at a sensible time. However, your way of working will mean that as far as possible, most things get done very quickly - ideally within 24 hours.
