The Board of Education shall provide that children requiring special education and related services are educated in the least restrictive environment.

“Least restrictive environment” means an educational environment which meets the needs of a child requiring special education and related services as set forth in the child’s individualized educational program and which, to the maximum extent appropriate to the child’s needs, ensures that the child will be educated with children not requiring special education and related services. Placement in the least restrictive environment should be consistent with the concept of the “most appropriate” placement for a child. Thus, children should not receive “too much” nor “too little” time in special education classes. In making its decisions, the planning and placement team should continually stress that placements are to be made on a case-by-case basis and not by the child’s handicap label or other general classification.

Program alternatives within the classroom include but are not to be limited to (1) a program in which instructional services are provided by the teacher or support personnel either in the child’s classroom or another setting, or (2) a program in which instructional services are provided through a combination of regular classroom and special classroom instruction.
