The Windsor Locks Board of Education and schools are committed to excellence in education. The purpose of the school is to develop in each learner the intellectual, democratic, and social values basic to satisfying the needs of the individual and society. Because the school system is committed to serving the needs of the students in the community it serves, community members are invited to participate in the educational process, including the development of goals and objectives. The review of the educational process shall be a continuing one that is intended to keep the schools abreast of community needs and aspirations.

The schools shall offer a comprehensive program to students. Goals and objectives of the schools are stated by policy. Individual differences and the special characteristics and needs of children at different levels of development are recognized. The factors of age, rate of growth, intellectual and emotional capabilities, various teaching and learning theories and styles shall be used to serve the broad range of student abilities and talents. The school offerings shall include a number of types of learning activities and experiences including classroom participation, demonstration, and dialogue as well as field trips, extra-curricular activities, athletics and social events.

To facilitate the teaching and learning of students, the Board of Education shall provide suitable and sufficient materials for the instructional process. Staff development activities to promote and improve teacher skills to meet the changing needs of students and society are recognized and provided as an important part of the local educational program.
