Field Trips, Recreational and Other School Sponsored Trips
The Board of Education encourages planned student visits to locations outside the regular classroom for the purposes of providing first-hand knowledge and experience, stimulating the imagination, and encouraging further study and investigation. In general, field trips should be a natural extension of current classroom instruction and shall support and enrich curriculum-related goals. If a majority of a grade level is planning a field trip, it should be open to all students at that grade level. Teachers should provide preliminary orientation previous to such a trip and appropriate follow-up after the experience.
Field trips must be planned and conducted in accordance with the Board’s regulations for this policy.
The Board of Education recognizes the value of student excursions designed to provide a healthy recreation experience on non-school time or a memorable culminating activity for high school seniors. However, the Board of Education will not endorse trips sponsored by private agencies and considers advertising and soliciting participation in such trips on school premises to be inappropriate. In some situations a trip may be planned for an extra curricular event which would combine academic enrichment and a recreational experience. All school-sponsored trips must be planned and conducted in accordance with the Board’s regulations for this policy and all such trips must be approved by the Board of Education in accordance with this policy.
Approval
All school sponsored trips except those out of the country or overnight trips must be approved at least two weeks in advance by the building principal who will notify the superintendent in writing of all approved trips. A “Request for School Sponsored Trips” form shall be used by the teacher in charge to initiate this process.
The Board of Education must approve trips out of the country (at least three months in advance) and any overnight trips (at least two months in advance) after building principal approval. A request must be made in writing to the principal that includes: dates, cost, teacher in charge, chaperone list, proposed itinerary and the purpose of the trip. Prior to departure, all pertinent field trip information shall be provided to the principal and superintendent:
• Hotel name, address and phone number
• Transportation carrier, contact person and phone number
• Phone numbers for sights scheduled to be visited during the trip
• Travel agency name, address, phone number, and contact person and phone number
• A list of cancellation deadline dates
The board may approve fieldtrips with final discretion given to the superintendent and board chair or their designee. It is incumbent upon the teacher sponsor of the trip to confirm the approval, prior to departure, with the superintendent. A trip may be cancelled at any time prior to departure due to concerns for student health/safety.
The teacher sponsor in charge will meet with the chaperones before the trip to establish rules concerning curfew, appropriate dress and any such regulations indicated for the age group and the nature of the trip. These rules and regulations must be reviewed and approved by the building principal and distributed to the chaperones, students and their parents. If, during the course of the trip, circumstances change making it necessary to modify the rules and regulations, the teacher sponsor in charge will have the final authority to make the changes.
Parental Notification
Parents/guardians are to be informed about all trips in writing at least two weeks (overnight, one month; out of the country, two months) prior to the trip. Information to be shared shall include the purpose of the trip, cost and time involved. All information supplied to the principal and superintendent as listed in Approval; Section, #2 shall also be provided in writing to the parents/guardians.
Although parents/guardians cannot waive the rights of their children with regard to liability claims, written parent permission will be required for their children to participate in the trip.
Parents/guardians must be informed in writing that the trip may be cancelled at any time prior to departure due to concerns for student health/safety and, although every attempt will be made by the teacher sponsor to arrange full refunds for expenses, financial loss may occur due to trip cancellation. The parents/guardians must sign a copy of the notification and return it to the teacher sponsor.
Transportation
Whenever possible, transportation for school sponsored trips should be by fully insured public carriers.
If staff or parents drive students on school sponsored trips, they should be informed in writing that in the event of an accident, town insurance would respond only in excess of the staff member’s or parent’s own personal insurance. Staff and/or parents shall sign off that they have been duly notified of this provision of the policy and provide the information needed for permission to transport students.
Staff members, parents, chaperones or other authorized adults who are driving students must have a valid State of Connecticut Public Passenger Endorsement/Restriction/Permit on their driver’s license.
Adults driving students are responsible for obtaining the Passenger Endorsement/ Restriction/Permit and all related costs to obtaining the Permit. Costs involved include $24 for a criminal background check, $9 per year to maintain the endorsement, costs for obtaining a physical within 90 days of applying to the DMV, cost of adequate insurance and safety kit equipment.
Students are not permitted to drive themselves or other students on field trips, recreational trips or other school-sponsored trips.
The student must go to, and return from, the event in the same vehicle, unless parental permission is granted in writing for a change in transportation prior to the trip.
Students will be transported to the event from the school, and returned to the school from the event. Parents are responsible for transporting their children home from the school if the school day has ended, or is not in session, and regular school bus runs are not available.
Upon return from the trip, if after school hours or if school is not in session, the teacher-sponsor shall not leave the school grounds until all students have been picked up by parents/guardians. The school principal or his/her designee may assume this responsibility.
Supervision
All trips shall be under the constant, direct supervision of a certified staff member and at least one other adult. An adult to student ratio of one to ten should be maintained for elementary and middle grade students and one to fifteen for high school trips. Students must be supervised at all times. Elementary and middle school students must be in the presence of a chaperone at all times. All field trip rules (including curfew for overnight trips) will be established prior to the trip by the teacher in charge and approved by the building principal. Use of alcohol and/or other controlled or illegal substances by chaperones is not permitted at any time while on the field trip. Chaperones must review and sign off on the Chaperone Responsibilities before the trip takes place. Also, middle and high school students must review and sign off on the Student Responsibilities before the trip takes place.
Financial Assistance
No students shall be denied the opportunity of participating in an approved field trip because of the financial limitations of their families. The building principal shall arrange for financial assistance for any such students in a discreet manner.

1. A “Request for School Sponsored Trips” form is to be completed in full by the teacher and submitted to the building principal in duplicate at least three (3) weeks prior to a day trip; ten (10) weeks prior to an overnight trip, and four (4) months prior to a school sponsored trip out of the country.

3. Upon principal’s approval, the teacher will contact the bus company and make arrangements for the transportation. Arrangements should be made well in advance of the trip for students with disabilities to be transported with their peers. Smyth Bus Company is the district’s contracted carrier (623-2211 or 623-8775). Arrangements with carriers other than Smyth Bus are allowable and follow the same procedure. Costs associated with any trip should be determined in advance by contacting the carrier directly.
4. Bus transportation for all field trips is paid through the Windsor Locks School Activity Account. A yellow disbursement form must be completed and submitted to the Business Office for payment.

FORM E – CHAPERONE RESPONSIBILITIES
A chaperone is every adult supervisor attending the field trip including the Teacher-in- Charge. Chaperone supervision responsibilities are designated by the Teacher-in-Charge. Chaperones are expected to supervise students assigned to them at all times for the duration of the field trip.
During the field trip, all chaperones are expected to follow the published itinerary and field trip rules established by the Teacher-in-Charge (and approved by the building principal) prior to the trip.
Chaperones are expected to model appropriate behavior at all times and ensure that all students maintain appropriate behavior as designated in the student handbook. Inappropriate behavior should be dealt with immediately and reported to the Teacher-in-Charge as soon as possible.
Any consumption of alcoholic beverages and/or other controlled or illegal substance is prohibited.
Chaperones are expected to enforce all Board of Education policies including the prohibition of student use of tobacco products, alcohol and other controlled or illegal substances.

FOR HIGH SCHOOL AND MIDDLE SCHOOL STUDENTS
All students participating on the field or recreational trip are expected to follow the published itinerary. Any student(s) deviating from the planned program will be referred to the administration.
Appropriate behavior is expected at all times. Anyone observed engaging in inappropriate behavior will be removed from the area and referred to the administration.
While we realize that dress is an individual responsibility, we urge you to dress for comfort and the appropriateness of the occasion. Any questions concerning proper attire should be directed to the Teacher-in-Charge prior to the day of departure. Any student scheduled to take part in the field or recreational trip who arrives at school on the day of departure dressed inappropriately, will not be allowed to participate.
Any consumption of alcoholic beverages and/or other controlled or illegal substances cannot and will not be tolerated. Anyone observed indulging or suspected of indulging will be referred to the administration.
Smoking or chewing tobacco will not be permitted on the field or recreational trip. Anyone observed smoking or chewing tobacco or suspected of smoking or chewing tobacco will be referred to the administration.
All student rules shall be in effect on the field or recreational trip. Disregard of any of the rules stated above or in the handbook may result in the student being sent home early from the field trip at parent expense.

ADMINISTRATIVE PROCEDURE
The Board of Education policy of “Field Trips and Recreational Trips” (#6153) provides that staff or parents may drive students on field trips, recreational trips or other trips sponsored by the school. If such is to be the case, the following requirements must be met:
1. The staff member or parent must be informed in writing that, in the event of an
accident, town insurance would respond only in excess of the staff member’s or
parent’s own personal insurance.
2. The staff member or parent must submit to the Board of Education a certificate of insurance indicating liability insurance coverage of no less than $100,000/$300,000.
3. A photocopy of the driver’s license of the staff member or parent must be on file in the Board of Education office. The driver’s license must have a valid State of Connecticut Public Passenger Endorsement/Restriction/Permit. (Please note: It takes a minimum of two weeks to obtain a Public Passenger Endorsement/Restriction/Permit on a driver’s license from the Department of Motor Vehicles.)
4. The staff member or parent must have a driving record without offenses (e.g. DWI), and without violations that have occurred within the previous five years. A motor vehicle report must be submitted for the staff member or parent who will be transporting students to an activity.
The above requirements are listed on the application form (copy attached to this policy) and must be met
at least one calendar week prior to the activity to which students will be driven. This information will be
kept on file in the Central Office and must be updated on an annual basis. Central Office will supply an
updated list of approved drivers to the school offices annually.

Due to the experiential nature of our program, we may sometimes leave the school grounds for short field trips within a 75-mile radius of the school within Connecticut. These trips are a part of the educational program and exist to encourage transition and community participation goals and objectives. Prior to any short trip, notification will be sent home to parents or guardians regarding the date, time, and place of the trip. If for any reason you do not want your child to participate in the event, please notify your child’s teacher or principal in writing. If the school is not notified of any objections, school staff will understand that the student has your consent to participate in the event. Additional permission slips will be required for any trips beyond the scope of those contemplated in this agreement, including but not limited to overnight trips.
