Kax was originally a town colonized by Biru in 998 Eighth Age, grew into a city with a powerful army, and proclaimed its nationhood in an uncontested rebellion in 1070 EA. The ruler of the country is called the Emperor; they always also hold the title of General of the Armies. The latter title actually holds more importance to the people. The current ruler, Empress Quintus Publilius Philo, is reputed to be a very high level fighter/magic-user, with a vast array of magic items, and who has survived a number of assassination attempts, sometimes personally dispatching the assassin.
Kax is a militocracy, and has grown from being a city-state to a medium sized nation in less than a century. Only the strong imperialist elements in the government have kept Tesh from regaining autonomy. Kax is a trading center, through which goods from to and from Tharia, Attellaria, Koth, Lyda, and points east. Powerful persons traveling through this country are unimpeded, but commoners and poor merchants are often harassed and persecuted by the petty governmental officials (all of whom are, of course, members of the military). Kax's population is heavily Greek in religion, the state-supported religion; other temples are heavily taxed.
The country has always been rife with internal struggle, and few hold the title of Emperor for very long, generally dying in office, either in combat, or from assassination. Were it not for this internal instability, Kax might have grown to be a much greater power.
