Ruled by Galen (civilian governor) and Xanthos (military governor)
Notes - This is the capital and largest city of Spartas. It's a navy city, and the navy launches occasional raids into Cyladia. The military governor is named Xanthos, and the civilian governor is named Galen; theoretically, Galen is the senior of the two, but Xanthos can seize command if there is a military necessity. There are more than 80,000 soldiers and sailors in the town, and he commands the entire army and navy of the kingdom.
There are a number of small temples of Artemis scattered about the town, and one very large one in the center of town.
The city is walled and gated. The walls extend along the docks, and the military presence along the docks is much larger than the landside walls.
The mining in the south produces, among other things, jade. Most is claimed by the mages of the military, though there is a sort of 'grey market' in jade in the city, at significantly marked up prices.
The Governor’s Building. All of the major military offices are in this building, including the cartographer's - military and non-military maps of all sorts, and the military Library - the chief librarian, sort of a sage, is in charge of all military records and can give advice on questions regarding anything about the country, history, and so on. Her name is Irenaeus. Under her are various specialist librarians; the expert on all things Slaad is Kallisto, a surprisingly young woman who seems to know a great deal about Slaad biology, motives and such.
This city has connections to the finest wine producing areas in the county, and so can be considered to be able to be a source for Legendary levels of wine. See the page about Wines for details.
There is an underground jade market, illicit but ignored by the law (or bribed to ignore it), that can be entered at a boxing arena by asking the gatekeeper to speak to Herodotus about a boxing match. He will lead you to a door, knock and pass you through. No more than two people, and not armed with anything larger than a dagger, will be let in at once. The man who runs the shop (which actually appears to be a mid-range fencing operation) is named Autolycus.
Near the east end of the docks, there is a livestock area, where you can buy horses, dogs for attack and guard, and feed livestock like cattle and sheep.
