Ultimate Soldiers outline
Basic story
ultimate soldier program serum is hoped to increase soldier potential by 30% (muscle density, strength, reflexes, etc)
it killed off all the female test subjects but one..
...but it caused her to also grow 35% larger (5'8" -> 7'7", 120lbs->300lbs), effectively making her 3x stronger
the male doctor inventor and male military leaders to want to slow things down (to use lab study to understand why the other women died, and try to create the same effect in men), but the female base commander orders to accelerate the program by doing more human testing.
the next round has 2 out of 3 women survive
once they figure out how to avoid female treatment casualties, the commander orders them to
power dynamics change, as enhanced women start

? Is Nurse Kim's arc too old-school "woman changing for a man"?
Maybe this should happen differently, where Linda changes first, and Kim is reluctant.. and tries to get Linda to help keep TJ away from Arnold 'for his own good', until the treatment is 'safe' and then Kim takes it.

? what is Arnold's journey? What victory does he get in the end?
perhaps the victory that he's working on a base with 2000 enhanced women?

Arnold and Pete commiserate about being captive, before meeting with the commander, to ask what is going on, why they are on lockdown, and to ask to contact Kim. she refuses contact with outsiders for another few days, alluding to the upcoming missions, and some much more important work they have to do.
5 squads sent out on simultaneous missions against terrorism. we see squad 1, with TJ in it. violently and brutally succeed at their mission
we also see what starts as attack on the president, but is stopped by a transmorphic strike team (earlier, add dialog about the commander trying to convince the president to accept transmorphic escort)
Kim still can't reach Arnold, and uses it as an excuse to be seduced by her assistant
commander addresses the nation, along side the president, explaining the transgenic program, and the victory against terrorist leaders. the president announces their expansion of the program, 'by executive order'
sarah, chad, arnold and pete are confronted with planes full of new transmorph subjects arriving (1000 people)
Ch 13. aftermath
news reports police and firewomen in major cities all across the US showing up to work transgenic, in an 'unprecedented' rollout of the presidents plan
Kim's brand has competition, as thousands of transmorphic women are now in the public. Kim's offered $50k to do a lingerie photoshoot, and if she doesn't take it, rumor has it an unknown transmorph firefighter from Kentucky is going to.
Arnold finally gets his phone and contacts her, while she's rolling around in bed with her assistant. Kim explains how upset she was, blaming him. Arnold apologies, there was nothing he could do. Kim asks when he can visit, to 'make it up to her', but he's still on lockdown. She's kind of selfish about it ('what am i supposed to do? how can you be my fiance if you can't even see me?')
or maybe she's jealous of TJ (have you seen TJ?) he has to get defensive, yes he's seen her, but nothing happened
sarah and chad demonstrate a turning point, where after some subtle innuendo, she manhandles him with vigor as she taunts him about her strength and pleasures him
Arnold takes a walk, and confides in his guard about the tough situation. (he just got engaged, and then he went on lockdown). She emphathizes with him, and recounts a story about her having trouble with a non-military boyfriend. They run across some new transmorphs, who put pressure on Arnold to come to a party at one of the female barracks (they could really use some more men there. you could have a room full of horney new transmophs dying to seduce you) The guard explains that he's recently engaged, which causes them to double-down, that he 'really should come' as it may be his last chance to have a little fun.

Kim sees competition from other transgenics for modeling jobs.
Arnold finally gets a chance to see her. She sweeps him off his feet and spoils him, sort of in front of her assistant, which irks her.
After sex and pampering, she delicately starts a conversation with him trying to back out of their engagement, blaming it on his commitment to work instead of her. She clarifies that she doesn't want to break up with him, she just wonders if right now their lives are in two different places, and would be better off without the stress of marriage and commitment. The conversation is tough, but she leads him to the agreement she wants.
?? Afterwords, she suggests they stay in and watch a movie. After he agrees, she asks her assistant if she'd like to join, and he finds himself awkwardly watching a movie in bed with the two women.
Sarah is taking as dominant a role in their research as she is in the bedroom. She's made a treatment breakthrough, making the procedure easier to administer. instead of a room full of monitoring equipment, they now only need a woman outside her ovulation cycle, and the serum syringe.
On the base, in-transition transmorphs outnumber normals 2 to 1. (1200 to 600), and women outnumber men by even more (4:1)
In the public, we see transmorphs outperforming normals in police and fire. Introduce new characters
Lianne - a 32yo swat team officer (quickly dominates their active swat missions in new york city)
single, lesbian. her dating life gets 'interesting' following the transformation. she can take home a different beautiful lipstick lesbian every night. Her male coworkers are jealous.
eventually she finds herself dating more than one girl... she brings them around her coworkers to make them jealous
Irene - a 28yo firefighter (demolishes her male squad in both training exercises and an actual fire call)
she can wield the hose solo / she can tear through walls and doors with her bare hands
long term boyfriend is a bartender. her frequenting his bar starts attracting crowds.. especially because her body transformation makes any outfit look scantalously sexy.
she gets lots of attention from girls and boys, and plays it up.... which leads to jealousy and fights from her boyfriend. that infuriates her, since her being there is helping his job. when she tires of the fighting, she just undresses and seduces him, because she knows he can't resist her. taunting him 'do you want to fight, or come and fuck me'. he quickly switches gears, telling her how sexy she is as he fondles and fuks her, while she eventually takes charge, manipulating him to get herself off.
Country - The commander has another closed door meeting with the president. She explains that it may be time for a transmorph presence in the white house. She has many members of her team qualified to join his secret service detail. And now that their volume is ramping up, there is some room for discretionary transmorphs. He doesn't take the hint. Looking at possible women, it could be his chief of staff, the first lady, or attorney general. He doesn't feel comfortable authorizing that. / the commander needs more funding to continue the program. he needs to get congress on his side. the current senate vote is hung, not enough support. She suggests expanding the transmorph program to other public service positions, like congresswomen, might be able to swing the vote.
news - the military has released statistics saying they've transformed 2500 soldiers, and 400 public service workers. The public in several cities petition for availability of the serum, but with public sector waiting lists growing, and tight control over the serum, it doesn't seem likely to happen anytime soon. As a result, there has been an outpouring of interest in police and fire training programs among women, especially in the 18-27 demographic. Military enlistment for women is also on the rise.

Kim continues to push boundaries. her assistant wants her to drop arnold, but she doesn't, she 'loves you both'. she wants her assistant's help getting arnold to accept her. asking if she's been with men. asking if she'd be with arnold to be with her. Kim is graphic about the details, that her assistant doesn't have to have sex with arnold, but will she stroke him off, or take him in her mouth? you want to know how you keep me? this is how you keep me. eventually the two conspire to seduce arnold into the triangle, before having sex themselves.
Sarah and Chad meet with the commander, and she introduces all her innovations as 'their' innovations. The commander lays out her longer term plans, to have a military made up of 250k transmorph women, which will greatly exceed the military capacity of their current 450k soldier army. For 10,000 public sector transformed police and firewomen to keep our cities safe and clean. Once those things happen, the public will see the benefit of offering elective tranmorph to citizens.
sarah sees the vision. Chad is concerned.
Back at their house, Chad and Sarah debate the commander's vision. Chad is concerned about having their military and police made up predominantly of women. Sarah retorts that at one point the military and police were almost entirely men, and it didn't lead to ruin. That this whole pendulum will fix itself when they can figure out how to get the serum to have the same effects on men. Chad challenges 'if they can', and if they can't, how long before we have an entire country of enhanced women?
Sarah challenges 'would it be so bad?', that men have been pressuring women for an unattainable ideal, and now that the serum can provide it, and more, he's concerned?
