On motion and vote, the minutes were approved as noted.
B. Proposed updates to 7.0400.01, Use of College Facilities, to comply with Texas Government Code Chapter 3002 (SB 8)
Neil advised that the new law, commonly referred to as the "bathroom bill", went into effect in September 2025 and has prompted a timely need to incorporate language into administrative rule that demonstrates compliance. The Chancellor is expected to sign a version of the proposed language into effect prior to its review through the shared governance process. For the Council's awareness, Aaron shared language drafted by a sub-cabinet workgroup.

II. Proposed Drafts for Posting and Distribution
A. 3.1201.02 Furniture and Equipment Acquisition
(renamed "Furniture, Fixtures, and Equipment Management)
Aziz Hussaini, AVC, Campus Planning, Construction, and Sustainability (CPCS) presented a draft proposal to revise and rename the AR. The proposed changes aim to provide uniform standards that enhance clarity, streamline processes and ensure consistent management of furniture, fixtures, and equipment (FF&E) across the college. Detailed procedures will be published on the CPCS website currently under development.
After discussion, and upon motion and vote, the revised AR -- incorporating suggestions from the Council -- was approved to be posted for employee comments.
B. 4.1201.03 Progressive Discipline Procedures for Non-Faculty Staffing Table Employees
(renamed "Accountability Framework for Non-Faculty Staffing Table Employees")
4.1201.03.1 Progressive Discipline Procedures for Non-Faculty Staffing Table Employees Guideline/Procedure
Kelly Torrico, VC, HR, presented draft proposals to revise and rename the AR and G/P. While preserving the intent and spirit of the current rule, the proposals clarify and define current operational processes more effectively and support the rights, responsibilities, and expectations of both employees and managers. HR has been added as an approver in the process to ensure fairness and consistency on a case-by-case basis.
After discussion, and upon motion and vote, the revised AR and G/P -- incorporating suggestions from the Council -- were approved to be posted for employee comments.
