A. Review of minutes, November 4, 2020
On motion and vote, the minutes were approved as noted.
II Review following Posting for Employee Comments
A. 6.01.004, AR and G/P, Criminal History and Background Checks for Employment
Erica Breedlove shared comments received from employees and the resulting revisions made to the drafts. Following a brief discussion, on motion and vote, the drafts were approved to send to the Chancellor for signature.
III Proposed Drafts for Posting and Distribution
A. NEW 6.02.001, AR and G/P, Employee Freedom from Discrimination, Harassment, and Retaliation
Charlene Buckley presented a draft of a new Administrative Rule, and Guideline/Procedure which combines content from ARs 6.02.001 Harassment Prevention, and 6.02.004 Non-Discrimination in Employment. The new AR and G/P define protected classes and expand upon procedures not outlined in the previous documents. A "Responsibilities" section has been added to include the role of the relatively new Compliance Office. Both documents have been reviewed and approved by legal counsel.
Council members offered suggestions for improving the structure and consistency of language used throughout the documents. For the purpose of expediency, Neil proposed that the Council provisionally approve the draft as presented to send to the Chancellor for signature, after which it will be placed on the next ASC agenda to complete the shared governance process. This is in line with section III of the Guideline/Procedure for Administrative Rule 3.03.001. On motion and vote, the proposal was approved.
B. 6.05.007, AR and G/P, Employment Eligibility Verification
Erica Breedlove presented draft changes. Several points in the AR were moved to the G/P. Additional procedures were added to align with current practice. On motion and vote, the draft was approved to post for employee comments.
