Sea scouting programmes are offered at both the Youth and Adult Leader levels. At the Youth's level, sea scouting complements and fortifies the Scouting programme elements across all sections while the Adult Leaders' training programme prepares Adult Leaders for their roles in supporting sea scouting activities.
The Sea Scout offers three types of programmes:
1. Sea Scout Anchor Badges
2. Young Mariner Proficiency Badges
3. Sea Activity Badges
THE SEA SCOUT ANCHOR BADGE PROGRAMME
For: CUBS, SCOUTS, VENTURES, ROVERS & ADULT LEADERS
(Currently on trial with existing Sea Scout units til Jun 2026. Expect changes to the syllabus)
The Sea Scout Anchor badge is a six-tier programme designed to build water-based and maritime interests and competencies. This is also the core developmental programme for all Sea Scouts and Sea Scout Leaders.
Activities (Youths) are built on four domains:

Youths
Junior Sea Scout: All Cub Scouts, Scouts, Ventures, Rovers
Ordinary Sea Scout: All Scouts, Ventures, Rovers
Able Sea Scout: ONLY Sea Scouts, Sea Ventures, Sea Rovers
Leading Sea Scout: ONLY Sea Scouts, Sea Ventures, Sea Rovers
Adult Leaders
Sea Scout Leader: ONLY Sea Rovers and Sea Scout Leaders
Specialist Sea Scout Leader: ONLY Sea Scout Leaders

THE YOUNG MARINER PROFICIENCY BADGES
For: CUBS, SCOUTS, VENTURES, ROVERS
The Young Mariner Badge (YMB) is a SIX-tier programme for Cubs to Rovers, developed in collaboration between The Singapore Scout Association (SSA) and the Maritime and Port Authority of Singapore (MPA). It aims to engage the Scouts in Singapore's maritime heritage and inspire interest in maritime careers.

For: SCOUTS
Sea Activity Badges give the Scouts an introduction to maritime related skills and knowledge.
Attaining these badges can fulfil some components of the Sea Scout Anchor Badges' requirements.
