Leaders are required to register their Scouts via MSDS's Youth Programme Portal @ http://intranet.scout.org.sg by 28 March 2026.
Leaders will then need to submit the Letter of Support Form for the endorsement of the Sponsoring Authority by 28 March 2026.
Each nominee is required to submit their own Nomination Form by 28 March 2026.
To be eligible for nomination, a Scout is required to have completed the following requirements:
Attained the Discoverer, Explorer and Voyager Progress Badges (Revised Criteria)
Be a registered member of SSA
Nominated by the Group Scout Leader or Scout Leader and endorsed by the Sponsoring Authority.
The candidate must turn 16 years old on or before 31 December of the year of assessment.
The candidate should not exceed 16 years old on the year of assessment.
The Scout must submit ALL of the following documents via the Nomination Form and pass the Chief Scout's Award (Scout) Interview & Holistic Assessment:
A. SCOUT LOGBOOK/JOURNAL
This is a personal logbook/journal describing the activities that led to the completion of the activities.
It must also contain personal and critical reflections describing what was enjoyable or not of most events or activities; what went well and what went wrong; and how things could be improved.
These records should begin from the time the Scout joined the troop till about a month before submission of Logbook/Journal for assessment.
Leaders must accurately endorse and date items completed for the progress awards and Chief Scout's Award (Scout).
Items not endorsed or not dated will be deemed as incomplete.
If the logbook/journal is done in hard copy, you will need to scan the pages for submission. If the logbook/journal is done online, you will need to provide the URL to the website or online document, etc for submission.
B. RELEVANT CERTIFICATES
Only the listed documents are considered vital for submission. DO NOT submit any other certificates as they will not be considered.
Progress Award Certificates. Candidates must complete the Discoverer, Explorer and Voyager Progress Badges (Revised Criteria).
Scout Leadership Course (SLC) Certificate. Candidates must complete a National Programme Team approved SLC conducted at Area level with a minimum of 4 participating Units using a programme approved by the Area Commissioner. The certificates must be signed by the Course Director and Area Commissioner, Assistant Chief Commissioner (Area) or Programme Commissioner (Scout). SLCs conducted at school level are not allowed and cannot be self-directed.
First Aid/Life Saver II Certificate.
Leadership Certificate/Letter of Appointment. Candidates must have served a minimum term of 6 months, with a Certificate/Letter of Appointment presented to them upon their appointment.
Activity/Proficiency Badge Certificates. National Campaign Badges are also considered as Activity/Proficiency badges.

Online Registration of Nominations

ONLY Group Scout Leader / Teacher in Charge can register the nominee(s).
For any changes to the list of Scouts registered (i.e. withdrawals) or other special requests, kindly write in to youthaward@scout.sg latest by Saturday, 28 March 2026. Such requests are subject to approval on a case-by-case basis.
A nomination fee of $15 (before GST) per nominee is required. The fee would go to covering the costs of managing the nomination process and the award ceremony. Please refer to Annex A for the modes of payment.
Kindly note that late submissions will NOT be accepted.
All Units will be invoiced accordingly during the week after registration has ended and strictly no refunds will be allowed.

Interview & Holistic Assessment
Upon successful nomination, CSA-Scout Nominees must attend an interaction session organised by your Area.
Successful nominee(s) will be notified via email to Leader 1-2 weeks before the interview.
Area will notify the Group Scout Leader / Teacher in Charge on the date & time of interview.

Interview Results
Successful recipient(s) will be notified by email sent to their Leader.
Group Scout Leader / Teacher In Charge will be notified via HQ.
By end of June 2026
Receive CSA-Scout Badge
Awardees will receive one CSA (Scout) Badge before the ceremony.
Group Scout Leader / Teacher In Charge will be notified by HQ on when to collect the badge.
This badge is to be neatly sewn onto each Awardee's uniform for the award ceremony.
Third quarter of 2026 -- To be advised
Chief Scout's Award (Scout) Ceremony
Conducted at Area Level and awardees will receive their certificates and second CSA (Scout) badge at the ceremony.
The date and venue of the ceremony will be advised in due course. Group Scout Leader / Teacher In Charge will be notified by their Area Commissioner of the ceremony details.
Parents, Scout Leaders/Teachers, Principals and respective Area Commissioners will be invited to grace and witness this special ceremony.
The results and decisions of the Programme Commissioner (Scout) and the Chief Scout's Award (Scout) Assessment Team are final and the Singapore Scout Association will not accept any kind of appeals from Candidates or person(s) related to the Candidates.
