Rover Milestones is designed based on a modular system where Rovers have to complete modules across five domains:

Rovering Symbolic Framework into action,
Seeing through Rover Scouts in their Rovering Lifespan (i.e., Squireship, Vigil, Investiture, Journey and Departure),
Contributing to the Rover Community and Scouting Movement in Singapore

TIERED MODULE SYSTEM
Rover Journey Modules are stratified to 4 Tiers depending on 4 crucial factors. Stratification of the modules depends on four factors:
Difficulty
Is the module difficult and challenging for Rovers to participate in?
What role will Rovers play in this module? Participant vs. Facilitator vs. Organiser
What is the scale of the activity?
Time
What is the time commitment required to complete the module?
Does the module require any pre-planning or post-evaluation?
Impact
What is the impact the module has on others?
What other areas (e.g. environment, landscape, culture) will the module impact?
How lasting will these impacts be on the affected parties?
Importance
How important is this module in developing a rover on his/her Rover Journey?
How many areas of personal growth (SPICES) does the module allow the Rover to develop?
To what extent are these opportunities for development?
