Leaders are required to register their Cub Scouts via MSDS's Youth Programme Portal @ http://intranet.scout.org.sg by 14 March 2025.
Leaders will then need to submit the Letter of Support Form for the endorsement of the Sponsoring Authority by 11 April 2025.
Leaders are to submit one Nomination Form per Nominee by 11 April 2025.
To be eligible for nomination, a Cub Scout is required to have completed the following requirements:
Bronze, Silver and Gold Arrow Progress Awards.
At least 6 Activity or Proficiency Badges, as well as the Emergency Preparedness Tier 3 badge.
A National Programme Team approved Cub Scout Leadership Course (CSLC) conducted strictly at Area level with a minimum of 4 participating Units using a programme approved by the Area Commissioner. The CSLC cannot be self-run at School level. (Check with Programme Commissioner (Cub Scout) if unsure)
Has held or is currently holding the rank of Sixer, Assistant Sixer or Senior Sixer for no less than 4 months.
Has a minimum 3-year Cub Scout journey before the year of assessment (e.g. P2 - P4: Registration in P5 / P3 - P5: Registration in P6).
Currently a registered member of SSA.
Nominated by his/her Cub Scout Leader, and supported by his/her parents, School Principal and Area Commissioner.
The candidate must turn 12 years old on or before 31 December of the year of assessment. A written approval must be sought with the National Cub Scout Programme Commissioner in special cases of exemplary Cub Scouts less than 12 years old that year.
*Candidates who do not meet any of the above must write in to youthaward@scout.sg to seek approval.
The Cub Scout must submit ALL of the following documents via the Nomination Form and pass the Chief Scout's Award (Cub) Interview & Holistic Assessment:
A. CUB SCOUT RECORD BOOK
For CSA (Cub) Nominees in 2025, Leaders are to submit pages 27 to 30 of the Cub Scout Record Book.
For new Cub Scouts who join from 2025 onwards, Leaders may download or make a copy of this printable for their Cub Scouts to use while the hardcopy Record Book undergoes revision.
Leaders must accurately endorse and date items completed for the progress awards and Chief Scout's Award (Cub).
Items not endorsed or not dated will be deemed as incomplete.
Cub Scouts who have not completed the Arrow Progress Badges and Chief Scout's Award (Cub) requirements before nomination date will not be eligible for candidacy.
In addition, the endorsed items will serve as the basis for the selection interview questions.
B. CUB SCOUT LOGBOOK/JOURNAL
This is a personal logbook/journal describing the activities that led to the completion of the activities, which were endorsed by their leader in the Cub Scout Record Book.
It must also contain personal and critical reflections describing what was enjoyable or not of most events or activities; what went well and what went wrong; and how things could be improved.
These records should begin from the time the Cub joined the pack till about a month before submission of Logbook for assessment.
If the logbook/journal is done in hardcopy, you will need to scan the 8 to 10 pages for submission. If the logbook/journal is done online, you will need to provide the URL to the website or online document, etc for submission.
C. RELEVANT CERTIFICATES
Only the listed documents are considered vital for submission. DO NOT submit any other certificates as they will not be considered.
Progress Award Certificates. Candidates must complete the Bronze, Silver and Gold Progress Awards.
Emergency Preparedness Tier 3 Certificate. Candidates must have completed the Emergency Preparedness Tier 3 Badge as per the revised criteria.
Cub Scout Leadership Course (CSLC) Certificate. Candidates must complete a National Programme Team approved CSLC conducted at Area level with a minimum of 4 participating Units using a programme approved by the Area Commissioner. The certificates must be signed by the Course Director and Area Commissioner, Assistant Chief Commissioner (Area) or Programme Commissioner (Cub Scout). CSLCs conducted at school level are not allowed and cannot be self-directed.
Certificate/Letter of Appointment to Assistant Sixer/Sixer/Senior Sixer. Candidates must have served a minimum term of 4 months in any of the above appointments, with a Certificate/Letter of Appointment presented to them upon their appointment.
Activity/Proficiency Badge Certificates. Candidates must have completed a minimum of any six Activity/Proficiency badges, as well as the Emergency Preparedness Tier 3 Badge. National Campaign Badges are also considered as Activity/Proficiency badges.

For any changes to the list of Cubs registered (i.e. withdrawals) or other special requests, kindly write in to youthaward@scout.sg latest by Monday, 3 March 2025. Such requests are subject to approval on a case-by-case basis.
All Units will be invoiced accordingly during the week after registration has ended and strictly no refunds will be allowed.
Late registrations will not be accepted.

Interview & Holistic Assessment
Shortlisted Candidates must attend a Group Assessment with the Chief Scout's Award (Cub) Assessment Team.
Candidates will be assessed on character, Scouting experience, Scouting skills, and demonstration of a resilient attitude toward Scouting.
Conducted virtually or face-to-face at Area Level.
Successful nominee(s) will be notified via email to their Leader, 1-2 weeks before the interview.
Area Admin will notify the Leader regarding the interview date & time.

Interview Results
Successful recipient(s) will be notified via email to their Leader.
Cub Scout Leader / Group Scout Leader will be notified via HQ.
This badge is to be neatly sewn onto each Awardee's uniform for the award ceremony.
By 27 June 2025
Receive CSA-Cub Badge
Awardees will receive one CSA (Scout) Badge before the ceremony.
Teacher In Charge / Group Scout Leader will be notified by HQ on when to collect the badge.
Third quarter of 2025 -- To be advised
Chief Scout's Award (Cub) Ceremony
Conducted at Area Level and awardees will receive their certificates and second CSA (Cub) badge at the ceremony.
Teacher In Charge/ Group Scout Leader will be notified by their Area Commissioner of the ceremony details.
Parents, Cub Scout Leaders/Teachers, Principals and respective Area Commissioners will be invited to grace and witness this special ceremony.
The results and decisions of the Programme Commissioner (Scout) and the Chief Scout's Award (Cub) Assessment Team are final and the Singapore Scout Association will not accept any kind of appeals from Candidates or person(s) related to the Candidates.
The National Programme Commissioner is pleased to authorise the issue of a special parchment Certificate to Cub Scouts who have gained the Chief Scout's Award (Cub).
The Cub Scout who has gained the Chief Scout's Award (Cub) may wear the badge on his/her Scout uniform until he/she gains the Chief Scout's Award (Scout).
