The Corrupt Practices Investigation Bureau (CPIB) and Singapore Scout Association (SSA) officially signed a Memorandum of Understanding on 9 July 2022.
CPIB has developed a self-run programme to equip Scouts with basic knowledge of corruption, its consequences, and importance of combating corruption.
Scouts will learn how values like honesty, integrity & fairness can eradicate corruption which is similar to our Scout Promise and Laws.

Upon confirmation of registration, relevant teaching materials will be shared to Leaders via email.
Duration: Approx. 2 hours
By the end of the programme, Scouts should:
Learn what corruption is, what bad things happen because of it, and why it is important to stop it;
Understand how being honest, fair and doing the right thing can stop corruption; and
Use what they have learned by doing fun activities to practise.
Presentation & Application
Objective: Interactive sharing on the importance of values such as honesty, fairness and integrity
Activity Part (i)
Objective: Gamified education on the importance of values such as honesty, fairness and integrity.
Complete at least 2 games, 10mins per game.
Choose from four options:
- Laying the Right Foundation
- Fairness is Sweet
- Tic-Tac-Toe Rules
- A Knotty Situation
Activity Part (ii)
Objective: Cubs to think about what kind of person/Cub he or she wants to be (pledge-like)
Build the Kopi Lim Cubs Craft (Template to be collected from SSA HQ upon request)
Following the session, Cubs will need to share what they learned about corruption with their peers in school, to earn their Anti-Corruption Badge.
Objective: Help Cubs understand what corruption is better by teaching others about it, and their peers can learn (i) what corruption is and (ii) why corruption is harmful to society.
Cubs to create other collaterals (e.g. posters, song/comic strip, drawing, video presentation skit) based on what they learned about corruption at the Anti-Corruption Badge Programme.
This is to be shared with other students (in class or during school assembly).
*Photo-proof must be taken by Leader and submitted to SSA, attached with Cub's full name for verification.
CPIB has developed several value-based educational resources for children, parents and teachers (see below), which they have co-created with partners, including St. Joseph’s Institution, Nanyang Polytechnic and Singapore Polytechnic. These resources focus on important values such as fairness, honesty and integrity that are tied to anti-corruption.
Animated Series – “Kopi’s Case Files”
The four-episode animated mini-series, entitled “Kopi’s Case Files”, features CPIB’s online persona Kopi Lim and friends as they embark on their daily life adventures which introduce important values embodied in anti-corruption such as honesty, fairness and integrity. This series was co-created with final year students from Nanyang Polytechnic School and Singapore Polytechnic. More episodes may be produced and released in future.
Picture Book – The Case of the Corrupted Chicken
Co-created with students from St. Joseph’s Institution, this story tells of how a food stall owner decides to resort to dishonest means to win “The Best Food Stall” contest. Along the way, there are a series of interactive questions for children to discuss and reflect.
Picture Book – The Case of the Missing Cookies
Co-created with students from St. Joseph’s Institution, this story tells of how Kopi Lim, the best detective in town, was called upon to solve a case of missing cookies. Along the way, there are a series of activities for children to complete to help Kopi solve the mystery.
At the end of the programme, Leaders are to submit their Unit's Results Form here.
