The President’s Scout Award is the pinnacle achievement for Rovers in Singapore Scouting, representing the highest level of personal growth and leadership within the section. This prestigious award challenges participants to demonstrate their commitment to the Scout values and the skills they’ve developed throughout their Scouting journey.
To earn the President’s Scout Award, Rovers must complete a series of modules that focus on community service, leadership, outdoor skills, and personal development. Participants are encouraged to engage in meaningful projects that benefit their communities and step out of their comfort zone, honing their ability to lead and inspire others.
Recipients of this award are recognised as role models, embodying the values of trust, friendship, and service that are foundational to the Scouting law and promise. It embodies a high calibre of the core of Rovering, encompassing adventure, open air and service.

[CS5101] Rover Scout Service Project
The Rover Scout Service Project (RSSP) or “Project” is a requirement for the President’s Scout Award (PSA) and the pinnacle milestone in one’s Rovering Journey.
The primary purpose of the Project is to provide a platform for Rover Scouts to fulfil a key part of our Scout Promise – “to help other people” – and to exercise an important element of the Scout Method – Community Involvement. The RSSP aims to develop crucial leadership and project skills in our Rover Scouts.
The project must be one that is meaningful and has benefits to the community at large. Rover Scouts are to initiate their own project that may not benefit the Singapore Scout Association (SSA) and must not be part of a mandatory school project. The selected Project should allow Rover Scouts to demonstrate leadership in managing a team, optimize limited resources to accomplish their goals, enhance their ability to work under pressure as well as challenge their capabilities as a whole.
The Project should last for at least 15 months with at least 12 months of execution including 60 hours of regular service. A Project Mentor will be assigned by the RSSP Review Board (RRB) which is made up of appropriate members of the National Programme Team and Area Teams. This provides an element of mentorship where key soft skills are nurtured and cultivated as the Rover Scout is involved in the various aspects of the project. A Project Mentor can also be chosen by the Rover Scout and is subject to approval from the RRB.

Nomination Process
PSA Review Board with Recommending Leaders
The recommending Venture Scout Leader will appear before a review committee to discuss and support his/her recommendation. The Scout Leader must be prepared to show evidence of the nominee’s merits to receive the PSA, to the satisfaction of the review committee. Successful nominees will be allowed to attend the PSA Nominees Forum.
PSA Nominees Forum
PSA nominees will attend a one-day forum. During this forum, nominees will be assessed on specific tasks that they will undertake. At the end of the forum, a tea session will be held for nominees to interact with a selection committee, comprising of representatives from the Ministry of Education, National Youth Council, Scout Council, National Programme Council, and the Programme Commissioner (Venture Scout). Successful nominees will be selected and recommended to receive the PSA.
