The Chair/President is responsible for:
- The overall running of the Branch (including finances)
- Drawing up agendas for meetings (in conjunction with the Branch Secretary)
- Presiding over BEC and general members' meetings
- Checking minutes are agreed and accurate
- Taking the lead role in negotiations with management
- Making sure the Branch rules and constitution are followed
- Updating rules in line with decisions of the National President
- Using the casting vote in split decisions
The Secretary is responsible for:
- Dealing with correspondence and the day-to-day administration of the Branch
- Dealing with personal casework
- Playing a major role in negotiations with management
- Preparing reports and up-dates for BEC and organising general members' meetings
- Co-ordinating Branch campaigns
- Producing the Annual Report for the AGM
The Organiser is responsible for:
- Ensuring the Branch produces and updates a Branch organising and recruitment plan to build a strong Branch, reflecting the diversity of the workforce
- Developing Branch communications with workplace reps/distributors to ensure all members receive communications
- Ensuring workplace meetings are taking place
- Maintaining and updating the membership database for the Branch
- Co-ordinating Branch recruitment
The Vice-Chair/Vice President is responsible for:
- Deputising for the Chair in the overall running of the Branch (including finances)
- Deputising for the Chair in drawing up agendas for meetings (in conjunction with the Branch Secretary)
- Deputising for the Chair in presiding over BEC and general members' meetings
- Deputising for the Chair in making sure the Branch rules and constitution are followed
- Deputising for the Chair in using the casting vote during split decisions
- Negotiating with management
The Assistant Secretaries are responsible for:
- Deputising for the Secretary in dealing with correspondence and the day-to-day administration of the Branch
- Co-ordinating personal cases
- Negotiating with management
- Preparing reports and up-dates for BEC
- Assisting co-ordination of Branch campaigns
The Assistant Secretary overseeing Health and Safety is also responsible for:
- Investigating potential hazards and dangerous occurrences
- Investigating complaints by members Investigating the causes of accidents
- Inspecting the workplace
- Inspecting documents relevant to safety in the workplace
- Making representations to the employer
- Representing members' interests in meetings with enforcement inspectors
- Receiving Health and Safety information from the employer and enforcement inspectors
- Being consulted by the employer about issues relating to Health and Safety in the workplace
- Attending meetings of Safety Committees
The Treasurer is responsible for:
- Day to day running of Branch finances
- Preparing updated accounts for BEC
- Checking accuracy of pay invoices and expenses claims
- Keeping accurate records
- Banking any monies received
- Submitting claims for additional funding from HQ when necessary
- Producing audited accounts for the AGM
- Ensuring end of year accounts are submitted to HQ
Branch Executive Committee Members are responsible for:
- Supporting the Branch Officers in negotiations with the employer
- Running induction events for potential new members
- Representing members directly
- Attending Branch Executive Committee meetings
PCS Advocates
As a PCS union advocate you will:
- be sent regular updates from the national union about your role
- be offered short training sessions and support from PCS
- occasionally be asked to help out with national and local campaigns and initiatives.
Some of the activities you may do as a union advocate are:
- encouraging your work colleagues to come to union meetings
- making sure colleagues have the latest information from PCS
- encouraging non-members to join the union.

Health & Safety Representatives are appointed by the Branch Executive Committee and are responsible for:
- Representing employees in discussions with the employer on health, safety or welfare issues and in discussions with HSE or other enforcing authorities
- Investigating hazards and dangerous occurrences
- Investigating complaints
- Carrying out inspections of the workplace and inspecting relevant documents
- Attending safety committees
Other Branch positions are also elected, including the Branch delegations to the PCS Home Office Group Conference and the PCS National Conference.
Other Posts Subject To Election:
The PCS Home Office Group Executive Committee is the Committee which deals with issues which affect members across the Home Office, rather than issues which affect primarily one Branch.
These issues include Home Office jobs and pay; as well as other Departmental conditions of service (such as the rules set out in the Staff Handbook) and other general Home Office policies (such as Redundancy, Managing Attendance etc.).
The PCS National Executive Committee is the body which effectively brings together PCS members whichever Government Department they work for. The National Executive deals with Civil Service-wide issues such as the campaign to restore National Pay Bargaining.
There are also a number of posts subject to Conference-based election (at both Home Office Group and National Conferences). These are broadly internal Union posts such as the Standing Orders Committees, which organise Conference agendas, and the PCS delegations to the Trades Union Congress.
