It was brought to PCS attention recently that our Brook Street members are still waiting for the 2022 pay uplift to be implemented. We are one month away from the beginning of a new financial year, which will mean the start of 2023 pay negotiations, and Brook Street members have still not received the previous years’ pay increase!
Not only is this a complete and unacceptable failure by Brook Street, and possibly illegal, our members are owed substantial amounts in back-pay. This comes at a time when the cost of living crisis has left some members with a choice of whether to eat or heat their homes. People working hard to support themselves and their families reduced to using food banks. Brook Street staff mainly consist of admin grades such as AA and AO.
These are our lowest paid members, and so are most likely to be impacted by the crisis. These members need this pay now more than ever, but have had no pay rise.
PCS Home Office Merseyside Branch wrote to the department who have met with Brook Street to try and get to the bottom of this. Brook Street confirmed to the department that they have a procedure in place to make sure they adhere to the governance and compliance required under the PSR Framework, and went on to detail their process.
PCS have however made clear that Brook Street’s process isn’t working, has failed our members, and must be changed to ensure future pay uplifts are implemented within reasonable time and any back-pay owed, paid. Both PCS and the department have received an assurance from Brook Street that their Payroll Team are hoping to achieve a payment date of 17 th March. Whilst this is still completely unacceptable, it is hopeful that a resolution is on the horizon.
The department have provided PCS with an assurance that they will work with Brook Street and their commercial partners who manage the contract, to ensure that a more streamlined process is put in place to ensure staff are paid the correct salary, going forward.
PCS will have ongoing discussions with the department to ensure that this fiasco is fixed.
