United States Minor Outlying Islands, also known as Unorganized Territory or by his human name of Mackenzie Kaʻaukai Kainoa Makani Washington-Kameāloha, is a free spirit who spends most of his time flying or annoying the Polynesians. She hates cities and buildings and spends most of her time outside, even refusing to sleep indoors.
Unorganized Territory is also a big prankster who loves to have fun and annoy people, primarily those they see as family. Despite this, he is a very reasonable person who is well-versed in the skill of common sense. She is a person who can balance being reasonable and professional with her ability to have fun.
Unorganized Territory is also great at getting people to agree and get along and is a great negotiator. He is a great older sibling and is very kind and loving towards his family. However, Unorganized Territory also has identity issues, as her land has changed from the sweeping Great Plains and Rocky Mountains to a handful of islands in the Pacific, and she often has trouble figuring out who she is outside of an American.

Unorganized Territory is four foot two in country form, five foot four in human form, and physically nineteen. She has black eyes and curly dark-brown hair that falls to her mid-torso.
In country form, her face is a desaturated version of the American flag. As it is the American flag, she has the stripes on her arms and legs. However, since she has no true official flag, she can change it to the unofficial flag of Midway Atoll, the unofficial flag of Johnston Atoll, and the unofficial flag of Wake Island.
In human form, Unorganized Territory is best described as mixed race. However, since she has no demographics, as all her people are military, it is hard to know how mixed she is.

Unorganized Territory has changed the most throughout the years. While their eyes have remained mostly the same, Unorganized Territory originally looked more native in appearance, as she originally was all unorganized US lands post 1820.
Therefore, up until the late 1890s, Unorganized Territory had long, straight black hair. Once she began to represent the islands, her hair lightened to brown.
She gained her animal traits in 2000.
Unorganized Territory can also change her face to the unofficial flags of Midway Island, Johnston Atoll, and Wake Island.
