Belgorod Oblast, also known by his human name of Zinovey Slavich Lebedev (Зиновий Славич Лебедев), is a confident and sometimes brash young man with a great deal of zest for life.

Belgorod Oblast is four foot eight in height and a physical age of eighteen. He has straight brown hair and brown eyes.

While in country form, his skin is that of his flag, with the black, green, and blue going down the rest of his body. His hands are white and his legs are red.

In human form, he looks white, with his largest ethnic group being Russian (95.3%).

Belgorod Oblast has a very slim and skinny frame.
