District of Columbia, also known by her human name of Patsy Bailey Washington, is a headstrong and intelligent individual who does not take crap from anyone. She has her beliefs and is not afraid to fight for them. She dislikes being told what to do and won't let anyone tell her she cannot do anything because she is a woman.
DC is also a very capable person, and she has a very easy time getting things done and learning new skills. She is also good at managing multiple people and keeping people in line. She is the kind of older sibling who is expected to look after the younger ones, and she does like being able to help her family and younger siblings. She is a natural teacher and likes to teach others things and help her siblings learn new things, although she gets frustrated when they don't learn as fast as she can. However, she hates the expectation that she has to be the one to teach things because "she's the capital."
DC also hates it when people call her the federal government or Washington (as it is the name of the state and what people associate with the government), and she insists that she is the federal territory and the city, not the government. However, this does not stop people, and DC struggles with being blamed for the federal government's decisions and being told her opinions are only those of the people within Congress and other federal agencies. Therefore, she can be a bit insecure about her worth, as this pressure sometimes makes her feel as if who she is isn't good enough for anyone else and makes her feel that in order to get equal rights, she has to change herself.

In country form, her face is her flag, and she has the three red stars on the first three knuckles of her hand. She has red stripes around her joints and the center of her torso.
In human form, she is always seen as black, but in reality, she is mixed, 43 White-57 POC, based on the 2020 census (this is also a very loose definition, but I am trying to give you a good baseline for "mixed"). The largest ethnic groups are African American, German, and Irish.
District of Columbia has a lot of stretch marks on her body from when she transitions from human form to country form.
