Kentucky, also known by his human name of Daniel Abraham Washington, is an incredibly loyal individual, almost to a fault. When he gives someone his trust and loyalty, he will do everything he can to protect and care for them. This trait has gotten him severely hurt before, but it has never dampened the strength of his loyalty. Kentucky sees getting hurt as a necessity, especially if it protects those he loves.
Kentucky is fiercely loyal to his family, whom he holds in high regard. He sees it as his duty as one of the older states to look after and care for his family, both those younger and older than him. It hurts him to see any of his family get hurt, and he does everything he can to protect them from that. Additionally, Kentucky tries not to take sides in family arguments, or things he sees as family arguments, as he wants their family to stay whole and together, and instead is the peacemaker, working to get everyone to a compromise. This was only increased by the Civil War.
Kentucky is also an outdoorsman and enjoys being outside in nature. While he does have a house in Louisville, he is not there often, instead choosing to stay and live in small towns or camp outdoors.

In country form, his flag is his face, and the blue carries down the rest of his body. His hands have goldenrod on them.
In human form, he is mixed but white-passing, 82.4 White-17.6 POC, based on the 2020 census (this is also a very loose definition, but I am trying to give you a good baseline for "mixed"). The largest ethnic groups are German, English, Irish, Scots-Irish, and African American.
He is stocky and a smiley person.
Kentucky has many scars from his time as a POW during World War II. He has a missing right canine and an amputated right leg. Kentucky also has faint burn scars on his upper back. He has a faded brand on his back from the Japanese Empire, reading “非道な人.”
He has a stab wound scar on the left side of his torso. This is a death wound and glows in the dark.

Kentucky has looked the same throughout history, aside from the sudden influx of scars from WW2.
From birth (June 1, 1792) to December 20, 1792, Kentucky had a dulled version of the 15 stars and 15 stripes "Stars and Stripes" flag.
