Utah, also known by his human name of Spencer Charles Washington, is a level-headed, gentle soul who is very proud of his people and his identity. Utah is not one to be paralyzed by stubbornness or pride. While he is confident in himself, it is not in an overwhelming or egotistical way. Utah is very down-to-earth and humble.
Utah is also very gentle. While he has participated in wars in the past, he prefers not to and is very pacifistic in nature. He is not one to use violence as a solution to any of his problems and prefers compromise. While he has not always been tolerant in the past, Utah works to become more tolerant every day so he can better himself and his desire for peace.
Utah is also very proud of his people and who he is as a person. He does not feel shame in who he is, and he does not cave into any pressure to change himself for others. He knows who he is and will not let the perspectives of others change that. This is a mindset that grew out of how he kept his religion secret and how he pretended to be Protestant in order to avoid the reputation that came with being a part of the LDS church. After becoming openly LDS, he decided that he wasn't going to keep hiding it, as he didn't want to keep pretending to be someone he wasn't. That mindset stuck with him even after the backlash he received after it became public knowledge.

Utah is five foot three and physically twenty-one. He has hazel eyes that are yellowish in color and wavy, dirty-blond that is cut short. He has freckles on the bridge of his nose and arms.
In his country form, his face is his flag, with the red traveling down the rest of his body. His hands are white, and his feet are blue.
In human form, he might be called white despite being mixed, 78.7 White-21.3 POC, based on the 2020 census (this is also a very loose definition, but I am trying to give you a good baseline for "mixed"). The largest ethnic groups are English, Latino, Danish, German, and Scottish.
He is very skinny and bony.
Utah has the features of a bee and a bald eagle. He has bee wings, feathers on his arms, and tail feathers. He has had the bee traits since birth and the eagle traits since 1896. However, due to the nature of the bee wings, Utah cannot fly with them, and they are purely decorative in nature.
Aside from animal traits, Utah has not changed much in appearance.
