공공재라는 개념은 역사가 깊은데, 노벨 경제학상 수상자인 폴 새뮤얼슨이 이 용어를 대중화한 인물로 소개된다. 

그는 공공재를 "각 개인의 소비가 다른 개인의 소비를 전혀 감소시키지 않는다는 의미에서 모두가 공동으로 누리는" 재화라고 정의했다. 

국제통화기금(IMF)은 공공재를 "모두가 이용할 수 있고("비배제성") 다른 사람들에게 주는 혜택을 줄이지 않고도 누구나 반복해서 누릴 수 있는("비경합성")" 공간, 상품, 자원이라고 정의한다.
