The Office of the Legislative Liaison serves the entire Department of Revenue and is comprised of four staff members who address policy and fiscal issues related to proposed legislation and post-session implementation of laws affecting the Department.
The Legislative Liaison, with the assistance of the Deputy Legislative Liaison, directs legislative activities pertaining to proposed bills, represents the Department’s position to legislators and lobbyists, works with the Governor’s Office, and keeps the Department informed about legislative matters. Any testimony by Department personnel before legislative committees is coordinated by the Liaison and/or staff. The Legislative Liaison is registered with the Secretary of State's Office and complies with all appropriate reporting requirements.
The Fiscal Note Manager and Fiscal Note Analyst coordinate with SMEs to respond to requests from Legislative Council Staff (LCS) for the fiscal impact of proposed bills and initiatives that affect the Department, advocate for necessary resources to implement proposed legislation, monitor legislation throughout the session for amendments to fiscal impact, and work with the Budget Team post-session to ensure appropriations are recorded accurately. They also work with Divisions to respond to non-session research and other ad hoc requests from legislative staff.
The legislative team also coordinates department-wide rulemaking reports, including the annual Regulatory Report and Agenda and the Noncompliance Report required by statute, and responds to stakeholder inquiries and requests. Questions can be directed to the Legislative Analyst.
Any contact with legislators or General Assembly staff MUST be approved by the Legislative Liaison. Please contact the Legislative Liaison before responding to a legislator's inquiry. In the event that you are contacted by a legislator directly please let the liaison know immediately after you are contacted via email or phone regarding the nature of the call and your proposed response to the legislator.
