Fiscal Notes

Fiscal Notes are statutorily required for every bill. They also serve as a way for CDOR to analyze and report on the fiscal requirements and policy concerns with a bill.

Most bills come through the formal fiscal note process with Legislative Council Services (LCS). This is a detailed process that involves numerous CDOR staff. 

However, some watch bills and amendments come through the Legislative Coordinator, Legislative Liaison, or Legislative Services Team. 

CDOR also has a designated fiscal note team, located within the Budget Division, that coordinate this process via email and with use of SalesForce. If you need access to SalesForce, please consult with Patricia Farr.

Fiscal Notes in a Nutshell

• Statutory requirement for all bills (C.R.S. 2-2-322 (3)(a)).

• Revenue, expenditure, and policy impact.

• Prepared by LCS.

• Follows standard guidelines.

• LCS surveys Agencies for input.

• LCS provides independent analysis.

• Departmental Differences are noted.

• Joint Budget Committee (JBC) staff uses for appropriation.

• General Assembly has final action.
