Fiscal Notes are statutorily required for every bill. They also serve as a way for CDOR to analyze and report on the fiscal requirements and policy concerns with a bill.
Most bills come through the formal fiscal note process with Legislative Council Services (LCS). This is a detailed process that involves numerous CDOR staff.
However, some watch bills and amendments come through the Legislative Coordinator, Legislative Liaison, or Legislative Services Team.
