Ensure that all DOR offices are safe and welcoming environments for employees, visitors, and the community. We provide emergency response information and training, safety and security resources, emergency notifications to employees and a secure and confidential process to report incidents that occur at DOR locations for further investigation, follow-up and improvement opportunities.
Facilities, Safety and Security has implemented an emergency paging system for the Pierce Facility to notify employees, visitors and members of the public visiting the office of incidents or other situations that may pose an immediate threat to their health or safety. This system is for emergency use only and is available to all employees in the building through the landline phone system.

Employees who believe they have a disability are responsible to notify their appointing authority of a disability as soon as the disability occurs. It is incumbent on the employee to also state the request for reasonable accommodation. The Employee or the appointing authority can print out the forms that are available on the DOR ADA Intranet page and you can also contact the ADA coordinator by phone or by email.
Facilities, Safety and Security Incident Reports must be completed anytime there is an incident at a DOR location that results in a significant disruption to office operations, damage to property, theft, medical emergencies, or any time the police or emergency service personnel are called and/or requested. If you are unsure whether to complete a report, contact your supervisor or dor_safetyandsecurity@state.co.us for guidance. Please see the informational tutorial above for guidance on how to properly complete the Incident Report.
DOR utilizes the Wireless Emergency Notification System (WENS) for emergency notifications for all employees and conducts quarterly tests of the system. All employees will receive emergency notifications on their State email. Employees are encouraged to add their personal cell phone and email address through the Employee Self Service (ESS) Portal if they wish to receive notifications on their personal devices.
Many counties across Colorado have Emergency Notification Systems in place for citizens to be notified of incidents in their area. To see if your county has a system in place click the link above and follow the directions for signing up.
What is COOP?
Continuity of Operations Plan overview: Continuity of Operations (COOP), as defined in the National Continuity Policy Implementation Plan (NCPIP) and the National Security Presidential Directive-51/Homeland Security Presidential Directive-20 (NSPD-51/HSPD-20), is an effort within individual executive departments and agencies to ensure that Primary Mission Essential Functions (PMEFs) continue to be performed during a wide range of emergencies, including localized acts of nature, accidents and technological or attack-related emergencies.
In Colorado
In accordance with 24-33.5-1609 CRS and 8 CCR 1507-40 (COG 6.D.) the Department of Revenue has completely revised and updated it’s COOP in 2019. This involved acquiring and revising previous versions of Continuity of Operations Plans (COOP), starting from scratch, re - identifying agency Mission Essential Functions, establishing work groups and teams, attending formal training courses, and using technology for some very innovative ways in keeping documents updated. DOR conducts annual updates of the COOP and coordinates Table Top Exercises involving multiple divisions.
