The Taxation Division is charged with collection, administration, audit and enforcement responsibilities for all taxes, fees, bonds and licenses under Colorado tax laws. The mission of the Taxation Division is to promote voluntary compliance with all Colorado state tax laws through, education, assistance and customer service. The Division strives to provide its services to the taxpayers of Colorado in a manner that is efficient, effective and elegant, which eliminates redundancy, and ensures integrity in its processes and data. The Taxation Division is organized into five areas: Taxpayer Service, Tax Auditing and Compliance, Tax Conferee, Tax Policy Analysis, and Research & Legislative Services.
What we do
We make complex tax information easy-to-understand to enable accurate and on-time tax filings.
We provide educational services and training to licensees and tax professionals to encourage voluntary compliance.
We process tax returns and payments; we also issue refunds and bills.
We review returns and make adjustments.
We partner with the IRS, other state revenue departments and tax professionals to combat refund fraud.
We conduct criminal investigations of alleged tax violations.
We serve as an intermediary in the hearing process when taxpayers protest tax assessment disputes and refund denials.
We promulgate rules and regulations for tax administration.

The Tax Conferee Section attempts to resolve protests of tax assessments and denied tax refunds. All Taxpayers that file a timely protest are entitled to a formal administrative hearing. However, to reduce the number of cases that must proceed to hearing, the Tax Conferee Section meets informally with Taxpayers to discuss their protests and find areas for settlement. If the informal conference fails to resolve the issue, the Tax Conferees participate in formal litigation along with legal representation by the Attorney General.

The Taxpayer Service Division is responsible for processing all income (individual, corporate, partnership, and fiduciary), severance, sales and use, withholding, and excise (alcohol, marijuana, cigarette, tobacco, and fuel) tax returns, various fees, and issuing their associated refunds and bills.
It operates a call center devoted to first call resolution of taxpayer issues for all tax types, technical issues with payments and website assistance, and general taxpayer information, and it operates five walk in customer service centers located in Denver, Ft. Collins, Colorado Springs, Pueblo, and Grand Junction.
Additionally, it offers adult education and external and internal training on tax topics and systems. The section's e-services group implements national and industry standards for income tax, business taxes, and fees as it relates to electronic return filing.

The Office of Tax Policy supports the administration of Colorado tax laws by providing expert tax advice to department staff, executive management, other executive agencies, the General Assembly, and taxpayers and their advisors. The office is primarily responsible for implementing policy decisions through the department's tax rules. In addition to rules, the office provides public guidance on Colorado taxes through general tax publications and responds to external policy inquiries through letter rulings. Finally, the office influences national tax policy by liaising with organizations such as the Multistate Tax Commission and the Federation of Tax Administrators.

Legislative & Implementation Services (LIST)
The Legislative Implementation Services Team (LIST) tracks legislation that affects the division of taxation and provides support services related to fiscal note preparation, workload impact evaluation, implementation planning, form and system updates, and development/maintenance of documentation. Office of Research & Analysis (ORA)
The Office of Research and Analysis (ORA) specializes in tax data and reporting. ORA produces many standard statutory and requested data reporting products using return and collection data from tax returns filed with the Department. Governance, Risk, and Compliance (GRC)
The Governance, Risk, and Compliance (GRC) section of Taxation's Research and Legislative Services Division is responsible for ensuring the Tax Division complies with best practices for governance, risk management, and compliance with applicable laws and regulations. The team is responsible for Taxation's strategy and commitment to monitor information system data for quality, efficiency, effectiveness, and fraud using standards for evaluating risks, exploring opportunities for automation, and identifying opportunities for improvement or enhancement of business operations.

The Taxation, Audit and Compliance Division (TAC) utilizes various methods to assist in the collection of monies due the State such as: filing bankruptcy claims; recording and releasing tax liens and judgments; garnishment of wages and bank accounts; income tax distraint warrants; resolution of taxpayer disputes; and the utilization of private collection agencies. The Division also audits or examines Colorado tax returns both at the Department through its Discovery program and at business locations through its Field Audit program. Audits are also conducted for the purpose of ascertaining whether royalties have been properly submitted to the State from operating and royalty mineral interests in Colorado.
Discovery
The primary purpose of the Discovery program is to audit or examine any Colorado tax returns where the examination takes place at the Department of Revenue.
Field Audit
The mission of the Field Audit Section of the Colorado Department of Revenue is to conduct audits to ensure that Colorado tax laws are being uniformly applied, to determine the correct tax liability of a taxpayer, to promote voluntary compliance, and to instruct the taxpayer on the application of rules and regulations of the law, thus promoting more accurate future tax reporting. Collections, Compliance and Criminal Tax
The Field Compliance and Enforcement program contacts delinquent taxpayers throughout the State. The program verifies appropriate licensing requirements and executes approximately 100,000 distraint warrants each year.
