Legislative Liaison - The Liaison is under the Executive Director's Office (EDO) and works with the entire Colorado Department of Revenue (CDOR). The Liaison directs all legislative activities pertaining to proposed bills, represents CDOR's position to legislators, works with the Governor's Office, and keeps CDOR informed about legislative matters. Any testimony by CDOR personnel before legislative committees is coordinated by the Liaison or the Legislative Coordinator. The Liaison is registered with the Office of the Secretary of State as CDOR's lobbyist and thus complies with all appropriate reporting requirements.
Legislative & Rulemaking Coordinator
The Legislative Coordinator works with the Liaison on legislation that impacts CDOR. The Coordinator researches and tracks legislation, and works with the Liaison to coordinate testimony and presentations at legislative hearings.
Fiscal Note Team
A team of two individuals coordinates and writes fiscal notes on over 200 bills every year. The Fiscal Note Team works with Legislative Council Services (LCS) and numerous CDOR personnel to develop analyses, costs, and meet strict deadlines during Session.
Subject Matter Experts
Subject Matter Experts (SMEs) are individuals designated by CDOR divisions to be available upon request of the Liaison or Legislative Coordinator to testify at legislative hearings and/or interface with legislators, lobbyists, and legislative staff concerning proposed legislation that falls within their area of expertise. It is CDOR's policy to attend all legislative hearings on legislation with impact to CDOR; SMEs testify on over 100 bills every Session. SMEs are also responsible for aiding in the fiscal note and bill implementation process.
