When placed on top of or near the Van de Graaff Generator, the electrostatic whirl spins rapidly.  The electrons escaping the Van de Graaff ionize the air at the sharp points of the whirl.  Because these points are now continuously charged, the ionized air particles are repelled and the object spins due to the equal and opposite force of repulsion.
