When one plate of the hailstorm is charged, the balls are either attracted to it or repelled from it. Once they hit the opposite plate, they deposite their charge (or gain charge) and fall back to the original plate. This process repeats if hooked up to the Van de Graaff so there is continuous charge provided. If a limited charge is placed on the plate, the balls will eventually stop moving. If the system is grounded, the balls will also stop moving.

Setup:
Place the Van de Graaff Generator and the hailstorm apparatus on the table.
The hailstorm apparatus may be connected to the Van de Graaff using the banana cables. When the hailstorm is charged, the balls will bounce between the plates.
Use the grounding wand to ground the system and the balls will stop moving.
