House Windsor "controls" the easternmost one.

This entire area lies almost at the limit of where the Astronomican can be scryed.

In addition, the Windsors can make port in Gremveri, or at Kaledon, due to ancient history.

These warrants cover gigantic areas of space.

Consider that the Winterscale Charter, even as prestigious as it is, only covers basically one square of the Koronus Expanse.

The logic for this is twofold: Useful stars are scattered thin in the Near Halo, and scarce in the Far Halo

& at the time, these areas were assumed to be less prestigious, more controllable, benighted, and meager of resources.
