Is it right to have a 2H/3V split ?
Or is the right split 3H/2V ?
As a 2+ steps transition was accomplished, the maximum VFP amount has to be used. The AFA being ISTC, the VFP allowed are "1 to <= 1/2 of total FPs" an the amount to be used is the maximum, which is "1/2 of total FPs".
Total FPs is 5.5, and from the FVT 1/2 of 5.5 is 2.5.
From the table, as the starting pitch is STC, the VFP should be rounded up to 3.0.
So it looks like the split is right.
