With rule 5.5.1 (High Speeds & Turn Rate Decel) If you start a turn at speed 10.0, and finish this turn next combat turn at speed 9.5, do you have to pay the decel difference between the the cost at speed 10.0 and the cost at speed 9.5 ?
No - decel is paid at the start of the turn and lasts until the facing is done. I don't want players hassling themselves or taking time to recalculate this when speed changes. This would just be making busy work for no gain in fun.

YES - you should do this, The benefit of slats in asily identifiable way the extra cost is just 1 decel point always. Nothing to calculate, nothing to remember except, slats now in effect +1 decel for that facing. So in this case, this is easy to implement and track.

YES - just as for slats.
In game terms a gifted pilot is like having slats.
