NG Transition Induced Facing Change, is it a turn or part of transition?
I’d like to rule it’s part of transition, but what is the official ruling.
(This distinction is needed for green and recruit pilots who may use neg-G transitions but not NG turns.)
Correct. They may use TIFs from transitions.

The Flight Rules have
"NG TURNING (5.9) AND NG TRANSITIONS (6.5) – Continued"
"Upright A/C completing NG turns must either adjust their flight att. by
one step toward earth at end of move (no cost), OR lose 100 feet per
30° of NG facing completed, not to exceed 1/3 of A/C's full FPs in
increments. ..."
Does a -g TIF qualify for the 100 foot altitude
loss for a "30° of NG facing completed" ??

TIFF
1. It is not a turn maneuver. It is an OPTIONAL FREE FACING allowed by a qualifying transition.
2. As such TIFFs do not incur decel (are free).
3. As such TIFFs do not impose any associated turn related penalties for the TIFF facing itself.
(Example a- an ET rate transition of two steps, with a TIFF thrown in, would only count as a total of two ET facings for overstress modifiers, thus providing only one extra die modifier for the extra turn facing after the first).
(Example b - an A/C that does a two step NG transition that qualifies for an NG TIFF, and which also does one NG turning plus the NG TIFF is only considered to have "turned once" for purposes of NG turn altitude loss penalties. And - if the NG TIFF is the only facing taken outside of the NG transition, the A/C does not have any NG turning penalties imposed.
However
4. A TIFF is a facing change for purposes of GUN ARCs, JINKING mods, and searchlight dodge mods.
