Refueling & rearming seem to need 1 OP turn each. So 2 OP turns total. But is this limited to 3 A/Cs per airbase ? I think not, because this limit seems for repairs only, but would like to be sure.
Also, can A/C be repaired the same turn it is refueled or rearmed ? That would mean that in 2 OP Turns 6 A/C could be repaired while all are refueled and rearmed. Is this right ?
Seems that 2H are repaired per OP turns, with 1C too if d10 <= 3, except for Airframe structure critical hits (tail structure, wing spar and major fuel leaks -- are there other ? The rule should list them all).
How are CSU issues repaired ? Automatically as part of the normal 2H repairs ? As a critical ?
Also, does the part in 29.1 applies outside of CV Operations ?
3rd edition rulebook says :
15.12 – REGROUP / LANDING / SERVICING PHASE
Refueling, Rearming, Recycling: When an A/C lands at a friendly airbase, it may rearm, refuel and take off again in later Op-turns as allowed by the scenario. Rearming takes one Op-turn and refueling takes another. Scenarios may specify servicing limits depending on type and remoteness of the base in use. If not otherwise stated in a scenario, M+ class mission side A/C are allowed one take off and landing per mission. L & F class mission side A/C are allowed two take offs and landings per mission. Interceptor side A/C have no limits.
Repairs: An airbase can work on three A/C at a time, an A/C carrier can work on one A/C per available hangar deck hex. Each Op-turn, limited repairs to A/C can be made as follows:
Jammed guns are fixed when rearmed. Stuck drop tanks are removed and new tanks loaded and filled during refueling. For each A/C under repair for an entire Op-turn, two points of damage may be removed or one attempt to remove a critical hit can be made (D10 ≤ 3 = succeeds). Airframe structural criticals, such as tail structure, wing spar and major fuel leaks, can never be repaired during the course of a mission scenario. Also see rule 29.1 for additional limits for severe damaged A/C repair.
29.1 –– Op-Scale CV Operations
Repair Limits - Severely damaged A/C may not reduce existing hits below half of their max hit capacity (rounded down). Other A/C may have hits reduced to 1/10th of max hit capacity (rounded up). No A/C may have more than two hits fixed and one critical hit repair attempt made for it per Op-turn.
But is it only for CV Operations ???
Each Fighter base can service Twelve a/c per Op-turn.
Servicing consists of either
1. Refueling (includes inspection, oil service, tire pressure checks, etc....)
or
2. Rearming (includes jam clearing, loading drop tanks, etc, but not filling drop tanks), gun barrel cleaning, replenishing all ammo.
Repairs:
Repairs may not be combined with refueling or rearming. Standard practice was to dearm and defuel airplanes under repair, so that nobody accidentally sets an airplane on fire or discharges a gun while crawling over aircraft inside and out to make repairs.
In this game we will not permit refueling or rearming until repairs are completed.
CSU failure is repaired as a critical hit, but does not count as a critical hit for IJN Victory points or for damage.

A/C can either remove 2 hits, down to the CV limits, or try to fix a critical hit item, not both.
There is no ability to repair Major fuel leaks, wing spar hits, and tail structure hits within the context of the rules. These are depot level repair items. Probably 1 to 3 days per item would be reasonable.
