Hi, the two notes regarding VFP roundings based on flight attitude at start are used as follows:
This is the official way to play this.
------
1. First: from FATT or standard flight find VFP ratio required.
2. Convert the ratio into HFPs and VFPs amounts using the FVT.
3. Round half FPs in the HFP/VFP ratio per the start attitude notes.
(use the rounded value for any = checks)
(use the unrounded raw value for any > or < checks)
If you do this any other way, arguments abound.
Example 1: Speed = 5.0, start att = shallow, VFP requirement is => half. from FVT half = 2.5. So you must spend 2.5 FPs as HFP and 2.5 FPs as VFPs...however, since halves are in the amounts, these are rounded. HFPs go to 3, VFPs to 2. Thus the = is 2, and the > is 3 or more).
Example 2: speed = 3.5, start = steep, VFP requirement is exactly half. From FVT half = 1.5, Since start att. is steep this rounded to
1HFP, 2VFPs, 0.5FP carry to be played. Exactly half is thus defined as 2.0 VFPs. note that > half would also be 2 VFPs (not 3).
Example 3: speed = 3.5, start = steep, VFP > 1/2 required. from FVT half = 1.5, 2 VFPs satisfies the more than half requirement
since half, unrounded, is 1.5.
Example 4: speed = 3.5, start = level, VFP <= 1/2. Further limit 1/3. Using the rule method above, < 1/2 = 1VFP, and = 1/2 = 1VFP. Further limit 1/3 = 1VFP....so not much choice here.
Anyway, hope this tip helps and ends those rules arguments

You use the unrounded value for >, < checks, and use the rounded value for = checks. So in this case, 3 VFP > than 2.5.

Here's my point of confusion: note 5 under the Flight Proportions Table states to use the fractional values table to determine how A/C FPs must be spent but not for calculating legal FP limits.
What exactly is meant by "legal FP limits?" Is that total FPs available or, FPs available to use as HFP vs VFP?
Here's my situation--
109 4220 E 1.5, 3.5+, ILB, -1, IVD
so, is this move valid?
power=9, HT-2 pull to SHD slats, AFA=STD
mc=-.1, vc=-.3, oc=0 3HFP / 1VFP
With the STD requiring less than or equal to half speed in VFPs due to the 2-step transition (2 VFPs being greater than half and therefore 'illegal')?
or
1/2 of 3.5 is 1.5, rounded up to 2 (cause start att VD) , maximum proportion = 2 VFP even though that breaks the rule of less than or equal to half of speed?
Its the second choice (2VFP). You have to round the VFP up due your starting attitude, and = checks are always to the rounded number (see message #2950 from JD).
